Today, we had the pleasure of visiting the City of Roseville's aquatics facilities to learn more about Operation Swim — a program that's been changing lives since 2011, providing over 1k kids with swim lessons and 2k+ with new swimsuits and towels. We are the proud stewards of the Sally Johnson Swim Fund, which supports this program each year with grants. Since drowning is the second leading cause of unintentional injury-related death for kids ages 1-14, this work truly saves lives.

We also learned how the program has grown since joining the PRL Scholarship Program in 2023, and how the City of Roseville recently approved free admission to Johnson Pool for Recreational Swim and Family Swim Nights, ensuring more low-income and at-risk families have access to safe summer recreation.

Joann Hilton, a 21-year Lincoln resident, brought a clear message to the Placer County Board of Supervisors this week: the county's $1.5 million affordable housing fund is a great start, but meeting the goal of 1,300 units by 2029 will require $10 to $15 million a year.

Joann also pointed to options that don't require a budget impact, including an inclusionary zoning policy requiring market-rate developers to set aside 10 to 15% of units as affordable housing, and tiered fee reductions to help get projects built.

"I ask the Board to act with urgency and leadership," Joann said.
