Alabama Takes Steps Toward Occupational Licensure Reform for Formerly Incarcerated Individuals

Exciting news out of Montgomery: the Alabama Bureau of Pardons and Paroles (ABPP) is backing legislation to make it easier for formerly incarcerated individuals to receive occupational licenses. This reform, spearheaded by Sen. Rodger Smitherman and supported by ABPP Director Cam Ward, aims to prohibit licensing boards from denying applications solely based on a criminal record—except when the offense is directly related to the profession.

Why this matters:
• Programs like the PREP Rehabilitation Center provide technical training (e.g., cosmetology or tree trimming) to incarcerated individuals, yet outdated rules can block them from using those skills post-incarceration.
• Removing these barriers can help create opportunities, reduce recidivism, and ensure individuals can fully reintegrate into society.

The Alabama Reentry Commission, reauthorized in 2024, has set a goal of cutting recidivism in half by 2030, and occupational licensure reform is a key part of that mission.
