Last evening, SCOE board voted 5 to 2 to approve the Resolution Opposing AB 84. The resolution is well written and certainly a public statement of SCOE's support for charters and the board's willingness to examine tough issues with an open mind.

RESOLUTION NO. 2025-XX SHASTA COUNTY BOARD OF EDUCATION OPPOSING CALIFORNIA ASSEMBLY BILL 84 (AB 84)

WHEREAS, the Shasta County Board of Education is committed to fostering educational excellence, promoting local control, and ensuring equitable access to diverse educational options for all students in Shasta County; and

WHEREAS, California Assembly Bill 84 (AB 84), introduced by Assemblymember Al Muratsuchi, proposes to establish an Office of the Education Inspector General, impose stricter financial and performance audits, increase oversight fees for charter schools, and mandate additional bureaucratic requirements for local educational agencies, including school districts, county offices of education, and charter schools; and

WHEREAS, AB 84 threatens to reduce funding for non-classroom-based charter schools by up to 30%, which could severely limit their ability to provide personalized, flexible learning options that serve diverse and often underserved student populations, including those facing learning challenges, safety concerns, or unique family circumstances; and

WHEREAS, the bill’s increased oversight fees, potentially tripling costs by 2029, would divert critical resources away from classrooms and into bureaucratic administration, disproportionately impacting smaller charter schools and local educational agencies with limited budgets; and

WHEREAS, AB 84 imposes restrictive mandates, such as requiring all service personnel to hold specific credentials and subjecting all charter school contracts to additional board approval, which undermine the autonomy and innovation that charter schools were designed to foster; and

WHEREAS, the Shasta County Board of Education values the role of charter schools and non-classroom-based programs in providing educational choice, supporting parental rights, and meeting the unique needs of students who thrive outside traditional classroom settings; and

WHEREAS, the bill’s one-size-fits-all approach fails to account for the diverse needs of local communities and risks dismantling successful educational programs without evidence that the proposed measures address systemic issues effectively; and

WHEREAS, the Shasta County Board of Education has historically opposed state mandates that erode local control, increase regulatory burdens, and prioritize bureaucratic oversight over student outcomes, as evidenced by our commitment to efficient
use of public funds and community-driven education solutions; and

WHEREAS, the passage of AB 84 could disrupt the educational stability of thousands of students across California, including those in Shasta County, by limiting access to programs that have demonstrated success in preparing students for college and careers;

NOW, THEREFORE, BE IT RESOLVED that the Shasta County Board of Education hereby opposes California Assembly Bill 84 (AB 84) due to its potential to undermine educational choice, impose excessive financial and regulatory burdens, and weaken local control over education.

BE IT FURTHER RESOLVED that the Shasta County Board of Education urges the California State Senate, the Governor, and other relevant stakeholders to reject AB 84 and instead pursue balanced, evidence-based reforms that strengthen educational options without penalizing innovative programs or diverting resources from students.

BE IT FURTHER RESOLVED that the Shasta County Board of Education directs the Board President to transmit copies of this resolution to Assemblymember Al Muratsuchi, members of the California State Senate Education Committee, Governor Gavin Newsom, and other appropriate officials and entities.

PASSED AND ADOPTED by the Shasta County Board of Education on this 25th day of June, 2025, by the following vote:

These are the key senators who need to hear from charter folks regarding this issue. Jackie's resolution addresses the issues nicely. Feel free to write to these senators.

Senator Mike McGuire
Senate President pro Tempore

Senator Sasha Renée Pérez
Chair, Senate Education Committee

ED CODE 47600 defines the reasons charters were instituted in CA. Without a doubt, AB 84 is an attempt to undermine every point in the ED Code and impede/remove parent and school choice.
