From 9–11 June, ADB Climate Change and Gender Equality Department (CCGE) and the ADB’s Timor-Leste Resident Mission (TLRM) brought together 23 senior women leaders from government, the private sector, and civil society for Timor-Leste’s first Asia Women Leaders Program (AWLP).

In her keynote, H.E. Elvina Sousa Carvalho, Secretary of State for Equality, emphasized that gender equality is not just a women’s issue—it is central to national development, economic growth, and human rights.

CCGE Director Keiko Nowacka championed women’s leadership as a powerful catalyst for change, encouraging participants to leverage their voices, skills, and networks to lead with impact.

TLRM Country Operations Head Michael Walsh reaffirmed that investing in women’s leadership is critical to inclusive development and ASEAN readiness, with AWLP helping build stronger leadership capacity and connections in Timor-Leste.

Over three days, participants deepened their communication, negotiation, and networking skills—and drew inspiration from women leaders such as:

✨ Superintendent Umbelina Soares, Commander of the National Police in Liquica
✨ Arlinda Miranda, breaking barriers in the male‑dominated energy and infrastructure sector
✨ Maria do Céu Rosales, CEO of Halona Serena and a driving force behind women-led enterprise

For over 12 years, ADB’s flagship AWLP has empowered nearly 350 women leaders from 42 countries—building a strong community of changemakers across Asia and the Pacific.
