As the thirteenth session of the World Urban Forum continues in Baku, global conversations are placing housing and basic urban services at the center of sustainable development discussions.
Convened by UN-HABITAT, the Forum brings together urban leaders, policymakers, practitioners, and development partners to shape the future of inclusive and resilient cities.
❗️𝐇𝐨𝐮𝐬𝐢𝐧𝐠 is closely connected to access to water, sanitation, waste management, sustainable energy, transport, and mobility.
These essential services are critical for building safe, healthy, and liveable communities. Yet in many informal settlements and underserved urban areas, gaps in basic services continue to increase health risks, unsafe living conditions, and social exclusion.
The ongoing discussions at are contributing to the 𝐁𝐚𝐤𝐮 𝐂𝐚𝐥𝐥 𝐭𝐨 𝐀𝐜𝐭𝐢𝐨𝐧, one of the Forum’s key outcome documents focused on advancing housing and sustainable urban development at a time when cities worldwide are facing rising housing costs, rapid urbanization, climate pressures, and growing inequality.
Through dialogue, partnerships, and shared action, is reinforcing the urgent need for resilient, people-centered cities that leave no one behind.

Asian Disaster Preparedness Center - ADPC, in collaboration with the World Meteorological Organization and technical partner HKV, supported two national technical workshops on the 𝐔𝐫𝐛𝐚𝐧 𝐅𝐥𝐚𝐬𝐡 𝐅𝐥𝐨𝐨𝐝 𝐅𝐨𝐫𝐞𝐜𝐚𝐬𝐭𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 under the CREWS 2.0 Project in Cambodia and Lao PDR.
❗️Under CREWS 2.0, the UFFFS is being developed to help 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐌𝐞𝐭𝐞𝐨𝐫𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐚𝐧𝐝 𝐇𝐲𝐝𝐫𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 deliver timely, impact-based flood warnings to disaster management agencies, city authorities, and relevant stakeholders.
Once operational, the system will be integrated into the existing 𝐌𝐲𝐃𝐞𝐰𝐞𝐭𝐫𝐚 𝐯𝐢𝐬𝐮𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐩𝐥𝐚𝐭𝐟𝐨𝐫𝐦.
The two-day workshops brought together meteorological and hydrological experts, city planning and municipal representatives, and disaster management officials from Cambodia and Lao PDR.
Participants were introduced to the UFFFS methodology, the end-to-end forecasting chain, and the data and coordination needed for effective urban flood forecasting.
Moreover, participants used satellite-derived rainfall products, including GSMaP, and explored nowcasting approaches with open-source Python tools. Sessions also emphasized the role of ground-based meteorological observations in improving rainfall estimates and forecast accuracy. Sessions combined technical sessions and practical learning.

❗️Advancing regional partnerships for climate and disaster resilience.
𝐌𝐫. 𝐀𝐬𝐥𝐚𝐦 𝐏𝐞𝐫𝐰𝐚𝐢𝐳, 𝐀𝐃𝐏𝐂 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫, warmly welcomed 𝐇.𝐄. 𝐌𝐫. 𝐅𝐚𝐢𝐲𝐚𝐳 𝐌𝐮𝐫𝐬𝐡𝐢𝐝 𝐊𝐚𝐳𝐢, 𝐀𝐦𝐛𝐚𝐬𝐬𝐚𝐝𝐨𝐫 and 𝐏𝐞𝐫𝐦𝐚𝐧𝐞𝐧𝐭 𝐑𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐯𝐞 to the United Nations ESCAP, Embassy of Bangladesh, Bangkok, to the Asian Disaster Preparedness Center - ADPC's Head Office.
During the meeting, discussions focused on addressing the increasing impacts of climate-induced hazards, particularly 𝐬𝐞𝐯𝐞𝐫𝐞 𝐥𝐢𝐠𝐡𝐭𝐧𝐢𝐧𝐠, 𝐟𝐥𝐚𝐬𝐡 𝐟𝐥𝐨𝐨𝐝𝐬, 𝐚𝐧𝐝 𝐡𝐞𝐚𝐭𝐰𝐚𝐯𝐞𝐬, which continue to affect groups-at-risk across the region.
Both sides exchanged perspectives on strengthening collaboration through science-based approaches, knowledge sharing, capacity development, and the promotion of innovative solutions for disaster risk reduction and climate adaptation.
The discussion also emphasized the importance of enhancing early warning systems and fostering 𝐫𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐩𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩𝐬 to build resilience against increasingly complex and interconnected climate risks.
As a founding member country of Asian Disaster Preparedness Center - ADPC, Bangladesh has played an important role in advancing 𝐫𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐜𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐧 𝐝𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐫𝐢𝐬𝐤 𝐫𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐜𝐥𝐢𝐦𝐚𝐭𝐞 𝐫𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞. ADPC maintains an active presence in the country through its dedicated 𝐁𝐚𝐧𝐠𝐥𝐚𝐝𝐞𝐬𝐡 𝐂𝐨𝐮𝐧𝐭𝐫𝐲 𝐎𝐟𝐟𝐢𝐜𝐞, further strengthening collaboration and supporting national and regional efforts toward safer, more resilient, and sustainable communities.

𝐌𝐫. 𝐈𝐫𝐟𝐚𝐧 𝐌𝐚𝐪𝐛𝐨𝐨𝐥, 𝐀𝐃𝐏𝐂 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫, highlighted that “Climate finance is intended to protect people and build resilience. However, those least responsible for climate change, such as farmers, fisherfolk, and vulnerable communities, often suffer the most, while support does not fully reach them. We need to change this. Climate finance should reduce people’s risks, not increase them. That's why grants are essential, because loans can burden already-struggling communities. We also need to track where the funds are going, make them easier to access, and prioritize gender equality and inclusion.”
