The Centre for Research in Higher Education Policies (CIPES) invites PhD students and early career researchers (PhD completion in 2026) to share and discuss their research on higher education (HE) and HE policies. This workshop is free of charge and open to PhD students and early career researchers from any institution or nationality working on relevant topics.

This fifth edition focuses on HE in challenging times and on our agency and responsibilities as students, researchers, and academics. It provides an opportunity for students and early career researchers from a wide range of disciplines — including Educational Sciences, Economics, Psychology, Sociology, Public Policy, Political Science, and Management — to engage in discussions with peers and senior researchers, while also expanding their academic networks.

Pedro Nuno Teixeira, antigo diretor do CIPES e investigador integrado do Centro, foi eleito, na passada sexta-feira, dia 24 de abril, 21.º Reitor da Universidade do Porto pelo Conselho Geral desta instituição, com os votos de 16 dos 22 conselheiros presentes na reunião eleitoral.

Pedro Nuno Teixeira, former director of CIPES and integrated researcher at the Centre, was elected last Friday, April 24, as the 21st Rector of the University of Porto by the institution’s General Council, with the votes of 16 of the 22 council members present at the election meeting.

No dia 24 de abril, às 16h00, na sala 12.2.21 do DCSPT, na Universidade de Aveiro, terá lugar o seminário intitulado “Using the instrumental conflict theory as a framework for instructional design: doing things with digital tools that would not be possible otherwise”.

Integrado no ciclo de Seminários do CIPES, o evento será ministrado pelo Professor Pascal Marquet, Professor Emérito da Universidade de Estrasburgo.

On 24 April, at 4:00 pm, in room 12.2.21 of the DCSPT at the University of Aveiro, a seminar entitled “Using the instrumental conflict theory as a framework for instructional design: doing things with digital tools that would not be possible otherwise” will take place.

Part of the CIPES Seminar series, the event will be delivered by Professor Pascal Marquet, Emeritus Professor at the University of Strasbourg.

Global Discourses, National Policies, and Academic Careers: Addressing Academic Precarity in Portugal Through the OECD Lens - Higher Education Policy 25/03/2026

A investigadora do CIPES, Sara Diogo, em coautoria com Taru Siekkinen, publicou o artigo intitulado 'Global Discourses, National Policies, and Academic Careers: Addressing Academic Precarity in Portugal Through the OECD Len's, na revista Higher Education Policy.

O estudo analisa o caso português, explorando como recomendações internacionais influenciam legislação e práticas institucionais no ensino superior e na ciência. Com base em análise documental e em entrevistas a diferentes atores do sistema científico, os resultados mostram que, apesar dos alertas ao longo das últimas duas décadas sobre a (in)sustentabilidade do sistema, só recentemente têm surgido respostas mais concretas por parte dos governos e instituições.

A researcher at CIPES, Sara Diogo, in co-authorship with Taru Siekkinen, has published the article entitled “Global Discourses, National Policies, and Academic Careers: Addressing Academic Precarity in Portugal Through the OECD Lens” in the journal Higher Education Policy.

The study analyses the Portuguese case, exploring how international recommendations influence legislation and institutional practices in higher education and science. Based on document analysis and interviews with various actors within the scientific system, the findings show that, despite warnings over the past two decades about the (un)sustainability of the system, only recently have more concrete responses begun to emerge from governments and institutions.

A investigadora do CIPES, Teresa Carvalho, publicou, em coautoria com Karol Leja e Ricardo Ayala, o artigo intitulado: “Managing academics vis-a-vis the university’s third mission: continuity and change in the literature, 2002-2022”. O estudo analisa duas décadas de investigação e mostra como a “terceira missão” está a transformar as carreiras académicas, os critérios de avaliação e a cultura universitária. Esta pesquisa aponta para funções cada vez mais complexas e novas formas de ser académico, num equilíbrio desafiante entre ensino, investigação e impacto social.

The CIPES researcher, Teresa Carvalho, has published, in co-authorship with Karol Leja and Ricardo Ayala, the article entitled: “Managing academics vis-à-vis the university’s third mission: continuity and change in the literature, 2002–2022”. The study analyses two decades of research and shows how the “third mission” is transforming academic careers, performance evaluation criteria, and university culture. The findings point to increasingly complex roles and new ways of being an academic, within a challenging balance between teaching, research, and societal impact.

O Professor Doutor Alberto Amaral, investigador e fundador do CIPES, foi distinguido com a imposição das insígnias da Grã-Cruz da Ordem da Instrução Pública pelo Presidente da Assembleia da República, José Pedro Aguiar-Branco, em reconhecimento do seu muito relevante contributo para a ciência, a educação, o conhecimento e o serviço à sociedade.

A cerimónia teve lugar na Câmara Municipal do Porto, no dia 10 de fevereiro de 2026, reunindo personalidades da vida académica e pública.

Professor Alberto Amaral, founder and current researcher at CIPES, was awarded the Grand Cross of the Order of Public Instruction by the President of the Portuguese Parliament, José Pedro Aguiar-Branco, in recognition of his highly significant contribution to science, education, knowledge, and service to society.

The ceremony took place at Porto City Hall on February 10, 2026, bringing together prominent figures from academic and public life. We warmly congratulate Professor Alberto Amaral on this distinguished honor, which fills us with great pride.
