🗽 How do you close one of America's most scrutinised jails and build something better in its place?
In the 15th edition of JUSTICE TRENDS Magazine, we spoke with Lynelle Maginley-Liddie, then Commissioner of the New York City Department of Correction, about rebuilding the city's detention system for the future.
The conversation looks at New York City's long-term plan to close the ageing Rikers Island complex and replace it with smaller, borough-based jails closer to courts, families and communities - which remains a priority for the new leadership.
Commissioner Maginley-Liddie also reflects on:
👥 Staff wellbeing as a core duty
💻 Systems replacing paper with real-time records and insight
🤝 Re-entry through partnerships

Today 📌 JT15 Online Panel // Don't miss what is shaping up to be a truly international discussion on one of the most pressing questions facing the justice sector. ❗Registrations already include participants from over 30 different jurisdictions, bringing together administration leaders, corrections and judicial practitioners, academics, NGOs, union representatives, and private sector experts and consultants.
🎙️ Leading and moderating the panel discussion will be Pedro das Neves, CEO of IPS_Innovative Prison Systems | ICJS Innovative Criminal Justice Solutions and JUSTICE TRENDS Founder/Editor-in-Chief.
Beyond the editorial, in this edition Pedro authored an article exploring how LLMs, chatbots and AI agents are already beginning to reshape correctional operations in different ways. He also underlines that one of the sector’s most underused assets is data (operational, security, case management, rehabilitation, health and reintegration information), and how AI can help transform this untapped potential into better decision-making, more responsive operations, stronger rehabilitation pathways and more integrated offender management.
