CHMSU Celebrates NSTP Graduation 2026: Weaving Shared Impact Through Community Service

TALISAY CITY – Embodying a deep-seated commitment to nation-building and community development, Carlos Hilado Memorial State University (CHMSU) marked a significant milestone as the National Service Training Program (NSTP) celebrated its Graduation Ceremony 2026. Held at the CHMSU - Talisay Campus Gymnasium, the event brought together graduates from the Civic Welfare Training Service (CWTS), Literacy Training Service (LTS), and Reserve Officers' Training Corps (ROTC) under the poignant theme:
"Together in Service, We Weave Impact."

The solemnity of the morning commenced with the traditional processional, followed by an opening prayer and the singing of the National Anthem. Setting a tone of profound pride and responsibility, Esther Leah S. Macatimpag, PhD, Director of the NSTP, formally welcomed the candidates, faculty, and distinguished guests

Adding academic weight and encouragement to the occasion, Engr. Russel M. Dela Torre, PhD, Vice President of Academic Affairs, delivered a compelling inspirational message. He challenged the graduates to transition their classroom learnings into tangible civic contributions, aligning perfectly with the university's mission of producing socially responsible leaders.

The highlight of the ceremony unfolded following the introduction of the guest speaker by Norberto H. Parcon Jr., PhD, an esteemed NSTP Faculty Member. The university was privileged to host Hon. Francis Frederick “Derek” D. Palanca, Vice Mayor of the City of Victorias, whose keynote address resonated deeply within the academic community.

Rather than delivering a conventional political address, Vice Mayor Palanca offered a philosophical and deeply grounded discourse on the true nature of civic duty. He challenged the traditional metrics of success, urging the graduates to look past accolades and focus on intrinsic service.

"Service is not something that we perform; it is something we become," Vice Mayor Palanca emphasized, reframing civic engagement not as a set of checklist requirements, but as a core identity.

He further urged the graduates to approach communities not from a pedestal of superiority, but through the lens of genuine companionship and solidarity. He reminded the audience that the true objective of community service is "not to be heroes looking for rewards, but to be friends" to those in need.

Addressing a generation heavily focused on credentials, the Vice Mayor left the graduates with a powerful, lingering reminder on humility and systemic reform:
"Titles and achievements, wherever they go, do not mean anything. What truly matters is that you have done the hard work to fix good governance."

Following his address, a formal presentation of a Certificate and Token of Appreciation was awarded to Vice Mayor Palanca in recognition of his invaluable insights and exemplary public service.

The Turn-over and Commitment to Action
The ceremony proceeded to its institutional climax with the formal presentation of the candidates for graduation by Noel B. Mamac, MEd, the NSTP Coordinator for the Talisay Campus.

In a symbolic transition of readiness and capability, Dr. Esther Leah S. Macatimpag conducted the official Confirmation of Graduates and oversaw their symbolic Turn-over to the University Disaster Risk Reduction and Management Office (DRRMO). The responsibility of accepting the graduates and administering their professional Oath-taking was led by Rino C. Del Castillo, PhD, Director of the DRRM, formally inducting the new graduates into the ranks of active community responders.

The distribution of the Awarding of Certificates of Completion followed, recognizing the hard work and dedication of each student across the different NSTP components.

Bringing the memorable event to a close, Prof. Noel B. Mamac returned to deliver the closing remarks, expressing gratitude to the faculty, staff, and student body who collectively "wove" the success of this year's cycle. The program concluded with a unified rendering of Pilinas Kong Mahal and the traditional recessional, marking the end of an academic requirement, but the true beginning of a lifelong journey in service to the Filipino nation.
