DOST-ITDI Researchers Complete Training at Japan Tissue Engineering Co., Ltd. to Establish the Philippinesโ€™ First In Vitro Skin Sensitization Testing Laboratory

Researchers from the Department of Science and Technology โ€“ Industrial Technology Development Institute (DOST ITDI) have successfully completed a series of lecture and hands-on training on the Epidermal Sensitization Assay (EpiSensA) at Japan Tissue Engineering Co., Ltd. on 19โ€“21 May 2026, under the guidance of Dr. Hiromichi Mitake, Regional Manager and Dr. Mitsuko Hatanaka, Manager from the LabCyte Business Promotion Division. The training team was composed of Ms. Ma. Rachel V. Parcon, RCh, MSc, Chief Science Research Specialist; Ms. Julieta B. Brigoli, RPh, MSc, Senior Science Research Specialist; and Ms. Chelsea Kate F. Jose, Science Research Specialist I from the ITDI-Standards and Testing Division. This capacity-building activity marks a key step toward establishing the first in vitro skin sensitization testing laboratory in the Philippines.

Skin sensitization studies check whether a substance can cause an allergic skin reaction (allergic contact dermatitis) after repeated contact. This is a key safety requirement for product approval by regulators, including the Philippine Food and Drug Administration, because such reactions can affect many consumers. At present, most sensitization tests rely on animals which are associated with prohibitive costs, handling challenges, limited animal supply, and ethical concerns. These issues are especially challenging for the Pharmacology and Toxicology Section of the Standards and Testing Division, since skin sensitization is one of the six acute safety tests that regulators require.

To respond to these challenges, DOST-ITDI is establishing in vitro testing using the EpiSensA method. This approach uses laboratory-grown human skin models (reconstructed human epidermis, or RhE) which follows OECD Test Guideline 442D. EpiSensA can test a wide range of chemicals, including complex substances that have been difficult to evaluate using older alternative methods. It is also recognized as the worldโ€™s first non-animal skin sensitization test that uses an artificial skin model, has shown strong relevance to real human skin responses in recent studies, and is already being used in advanced regulatory and industry laboratories in Japan, Europe, and the United Statesโ€”making its adoption in the Philippines both a scientific milestone and in step with global best practice.

Once established at DOST-ITDI, this capability will support the local cosmetics and personal care industry, as well as research on topical drug and herbal formulations, by providing an ethical, scientifically robust, and internationally benchmarked approach to skin sensitization testing before products proceed to clinical studies or market registration.

Through this milestone, DOST-ITDI advances the countryโ€™s readiness for next-generation, non-animal safety testing in line with global best practices.
