Santo Tomas, La Union MDRRMC/O under the leadership of Santo Tomas Ang Galing! Mayor ENGR. SEVERINO C. CARBONELL earns “BEYOND COMPLIANT” rating in Regional DRRM Awards

The Municipality of Santo Tomas, La Union has earned a “Beyond Compliant” rating during the Regional Disaster Risk Reduction and Management (DRRM) Awards, affirming its sustained commitment to disaster preparedness, risk reduction, and community resilience.

The recognition was conferred during the regional awarding ceremony held on December 17, 2025, at the Bauang North Central School Sports Complex, Bauang, La Union, organized by the Office of Civil Defense (OCD) through the Regional Disaster Risk Reduction and Management Council (RDRRMC).

Santo Tomas achieved an average rating of 2.63, qualifying for the Beyond Compliant distinction under the 2025 Regional Assessment for Local Disaster Risk Reduction and Management Councils and Offices (LDRRMC/Os). The rating reflects the municipality’s service, commitment, sacrifice, and noteworthy accomplishments as a validated local government unit amid the nation’s disaster challenges.

The Plaque of Recognition was received by MDRRMO Judy de Guzman, who represented Mayor Hon. Severino C. Carbonell, whose leadership continues to guide the municipality’s proactive and people-centered approach to disaster governance.

The award underscores the collective efforts of the Local Chief Executive, the Sangguniang Bayan, municipal department heads, the MDRRMO personnel, barangay officials and responders, partner agencies, and the community—working together to uphold safety, preparedness, and resilience.

The Regional DRRM Awards are conducted in accordance with Republic Act No. 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010, recognizing LGUs that demonstrate excellence and compliance in disaster risk reduction and management.
