๐—›๐—”๐—ฃ๐—ฃ๐—˜๐—ก๐—œ๐—ก๐—š ๐—ก๐—ข๐—ช: The Development Academy of the Philippines, through the Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program, holds the course on โ€œEffective Policy Oversight,โ€ for the Middle Managers Track this July 13 to 17, 2026 at the DAP Conference Center (DAPCC) in Tagaytay City.

The first two days hosted experts and practitioners from the government, academe, and civil society organizations (CSOs), including Deputy Executive Director Jannalenna Olladas from the House of Representatives, Professor of Political Science, Dr. Jalton Taguibao from the University of the Philippines, Atty. Krystal Lyn Uy from the Department of Finance, and Executive Director of the Caucus of Development Non-Government Organization Networks (CODE-NGO), Atty. Doris Ramirez.

Today, July 15, the course held its sensing session where scholars were able to hear from people on the ground. Representatives from the Tagaytay Offices of Disaster Risk Reduction and Management and City Health, Mr. Jose Clyde Yayong and Dr. Deus Alexis Angcaya, shared their experiences in the implementation of national laws at the local level and the challenges caused by the disparity between policy and practice.

The course seeks to deepen the scholarsโ€™ understanding of their oversight role by capacitating them with the necessary tools and providing avenues for knowledge exchange that they may be able to critically assess and address the gap between the intended outcomes of national policies and their real-world results.

The CBILLS program, in line with their commitment to propelling strategic leaders in the legislative branch, aided by continuous capacity-building interventions, recognizes the important role of congressional oversight in ensuring that policies are geared towards addressing the challenges to make life better for every Filipino.
