From the shores of Leyte to the heart of the capital, the Vice Mayors’ League of the Philippines – Leyte Chapter Inc. continues to embody the true spirit of proactive governance.

Our dedicated Leyte Vice Mayors made a strong presence at the Diamond Hotel in Manila from April 23–25, 2026, during the back-to-back 2nd Quarter National Executive Board (NEB) Meeting and the 2nd Academy of Presiding Officers (APO).

More than just a gathering, the NEB and APO served as a dynamic convergence of the nation’s legislative leaders. And our Leyte delegation did more than just attend—they actively shaped discussions, proudly representing our province and ensuring that the voices of Leyteños resonated in the national dialogue.

Through the APO, our leaders gained world-class legislative strategies and sharpened their professional expertise—tools that will strengthen transparency, efficiency, and innovation in our local councils.

As they return to their municipalities, they bring with them not just certificates, but a renewed commitment to raise the bar of public service for every constituent.

The Vice Mayors League of the Philippines – Leyte Chapter Inc. successfully held its April Monthly Meeting on April 16, 2026 at the VMLP Office, located on the 2nd Floor of the Leyte Academic Center in Pawing, Palo, Leyte.

Nineteen (19) Municipal Vice Mayors from across the Province of Leyte were in attendance, demonstrating continued unity and active participation among local legislative leaders.

During the activity, the Board convened a meeting presided over by Hon. Jimmy A. Camposano, Provincial President of the VMLP Leyte Chapter and Municipal Vice Mayor of Carigara. In coordination with the VMLP Leyte Secretariat, key matters concerning the League were thoroughly discussed, including its current financial status, the Annual Income Tax Return (ITR), and preparations for the upcoming 2nd Quarter Convention of the VMLP National to be held in Manila City on April 23–25, 2026.

In line with strengthening collaboration and institutional learning, the League also set its upcoming monthly meetings to be hosted by different Local Government Units within Leyte. This initiative aims to facilitate benchmarking activities, allowing members to assess best practices and identify effective programs that may be replicated to better serve their respective communities.

The gathering underscored the League’s unwavering commitment to its mandate, as Leyte’s Vice Mayors continue to work collectively toward responsive governance and sustainable development.

As a dynamic organization of local legislators, the VMLP plays a crucial role in promoting public service excellence, fostering cooperation among leaders, and ensuring that governance remains transparent, accountable, and centered on the needs of the people.

The Vice Mayors’ League of the Philippines – Leyte Chapter Inc. successfully conducted its Monthly Meeting and Benchmarking Activity on March 12–13, 2026 in the progressive Municipality of Barugo, Leyte.

The activity was graciously hosted by Hon. Atty. Jesus B. Cabanacan, Municipal Vice Mayor of Barugo and VMLP Leyte Chapter Deputy Provincial Auditor, whose active leadership and dedication to public service greatly contributed to the success of the gathering.

The event brought together Vice Mayors from across the Province of Leyte, strengthening camaraderie, cooperation, and a shared commitment to advancing effective local governance.

The program commenced with a VMLP Leyte Chapter Board Meeting, where officers and members discussed important updates, organizational matters, and upcoming initiatives of the League. The meeting served as a venue for meaningful dialogue, planning, and collaboration among the Vice Mayors in pursuit of stronger legislative leadership and more responsive local governance in their respective municipalities and cities.

Following the productive board deliberations, the League proceeded with its Benchmarking Activity within the Municipality of Barugo. The activity provided members the opportunity to observe and learn from the municipality’s governance practices, development programs, and service delivery initiatives.

Barugo’s commitment to excellence in local governance continues to be recognized nationally, having been an eight-time awardee of the Seal of Good Local Governance (SGLG) from the Department of the Interior and Local Government. This remarkable achievement reflects the municipality’s strong leadership, sound governance practices, transparency, accountability, and dedication to delivering quality public service to its constituents.

The VMLP Leyte Chapter extends its sincere gratitude and appreciation to Hon. Atty. Jesus B. Cabanacan and the Local Government Unit of Barugo for their warm hospitality, generous support, and for making the activity both meaningful and successful. The Vice Mayor’s of Leyte proudly attended the VMLP First Quarter 2026 NEB Meeting & First Conference of the Academy of Presiding Officers (APO) held at the prestigious Century Park Hotel Manila.

The significant national gathering convened Vice Mayors from across the country to strengthen legislative leadership, enhance parliamentary competence, and reaffirm our shared commitment to responsive, transparent, and effective local governance.

Once again, VMLP Leyte Chapter Inc. demonstrated unity and an unwavering dedication to public service. Standing firm in its mission to elevate the standards of leadership and deliver meaningful impact to the communities we serve.

Twenty-four (24) Vice Mayors were present during the February 12, 2026 Monthly Meeting of the VMLP Leyte Chapter Inc., marking another strong and productive gathering of our provincial league.

The body had a meaningful discussion on the upcoming VMLP Leyte Capacity Building Seminar, where concrete plans were presented and refined. The Vice Mayors shared valuable insights and strategic recommendations, and we are now in the process of finalizing all details as we move closer to the realization of this significant undertaking.

Following the Monthly Meeting, Provincial Chapter President Hon. Jimmy A. Camposano of Carigara, together with Provincial Secretary General Hon. Jude Andrei M. Romualdez of Julita and the VMLP Leyte Chapter Inc. Secretariat proceeded to the Office of the DILG Leyte Provincial Director Johannes Y. Dorado for a courtesy visit. The discussion was productive and encouraging. PD Dorado expressed his appreciation and was glad that the VMLP Leyte Chapter initiated the conduct of a Capacity Building Seminar at the provincial level for the first time. He also conveyed that he is very pleased that the selected topics for the seminar are highly relevant and beneficial to Local Government Units (LGUs).

PD Dorado was likewise formally invited to the forthcoming Seminar/Training to be conducted outside Leyte.

HINDANG, LEYTE |

The VMLP Leyte Chapter Inc. conducted its scheduled Board Meeting today, February 03, 2026, which coincided with the birthday celebration of Hon. Jun A. Cabal, Vice Mayor of the Municipality of Hindang, Leyte.

As the Vice Mayors were also invited to the celebration, it was decided that the Board Meeting be ultimately held at the residence of Vice Mayor Cabal.

During the meeting, the Board deliberated and carefully evaluated strategic plans to ensure the successful conduct of the Chapter’s upcoming Seminar/Training scheduled in April, to be held in a scenic location in the Philippines.

The VMLP Leyte Chapter Inc. extends its warm birthday greetings to Hon. Jun A. Cabal, wishing him good health, continued success, and steadfast leadership in public service.

The Chapter likewise commends the Vice Mayors for their continued dedication, collaborative efforts, and unwavering commitment to the League and to the welfare of their constituents across the Province of Leyte.
