The second day of the Decentralization Caravan: Peace and Development through LGU Empowerment gathered the Local Government Units (LGUs) from the Second District municipalities of Northern Samar, reinforcing the shared commitment to strengthening local governance through decentralization.
The Caravan opened with the overview of the Activity delivered by Cluster Head Jean Redi T. Briones, MDM, CESE, emphasizing the continuing call to empower LGUs as primary agents of peace, accountability, and sustainable development.
In her message, DILG Northern Samar Provincial Director Geraldine C. Maquelabit reiterated the importance of institutional collaboration in upholding integrity and responsive governance.
Dr. Cherry I. Ultra, President of the University of Eastern Philippines, reaffirmed the universityโs commitment to supporting local governments through partnership and shared leadership.
Representing Governor Harris Christopher M. Ongchuan, Vice Governor Clarence Dato conveyed the provincial governmentโs strong support for initiatives that enhance LGU capacities and promote inclusive growth.
Atty. Francis Sarji Aldana, Head of DLGRAP-PMO, DILG Central Office, presented the State of Decentralization in the Philippines, underscoring the evolving responsibilities of LGUs in national development.
The highlight of the second day was the sharing of Mayor Dianne E. Rosales of Catarman, who discussed peace and economic development from a mayorโs perspectiveโemphasizing that peace is not merely a concept, but a lived condition in every community.
The activity concluded with the closing message of Program Manager Eduardo A. Diaz, encouraging LGUs to translate insights into concrete actions. Day 2 reaffirmed that empowered local governments remain central to achieving lasting peace and sustainable development in Northern Samar.
