LOOK | CLSU, GPPB-TSO forge partnership as NGPA Training Provider
The Central Luzon State University (CLSU) officially signed a Memorandum of Agreement (MOA) with the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) on October 14, 2025, at the GPPB Building in Diliman, Quezon City. This partnership signals the collaborative implementation of the NGPA Caravan in Region 3.
The Implementing Rules and Regulations of Republic Act 12009, also known as the New Government Procurement Reform Act (NGPA), took effect on February 25, 2025. As part of the Whole-of-Government Approach to enhancing public procurement capacity, government agencies are required to allocate a portion of their capacity development funds to train their procurement personnel.
CLSU, which has a long-standing partnership with GPPB-TSO in offering the Public Procurement Specialist Certification Course, is now set to begin implementing the caravan in November 2025.
During the MOA signing ceremony, Dr. Cheryl G. Ramos, the overall coordinator for the Caravan, represented CLSU President Dr. Evaristo A. Abella. Also in attendance was Atty. Maria Dionesia A. Rivera-Guillermo, the Officer-in-Charge of the GPPB-TSO.

Central Luzon State University (CLSU) has been recognized as the 16th best university in the Philippines in the latest EduRank Edition.
In 2024, the university produced a total of 78 research publications and garnered 1,362 citations, thereby maintaining its status as the leading research institution in the region.
In terms of specialized fields, CLSU attained notable rankings: 2nd in Animal Science, 3rd in Veterinary Science, and 8th in both Biology and Chemistry.
Aside from the research outputs, the universityโs non-academic reputation and the impact of notable alumni were also considered in the consolidation of the rankings.

Eksakto isang buwan matapos aprubahan ng Government Procurement Policy Board (GPPB), sa pamumuno ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman, kasalukuyang epektibo na ang Implementing Rules and Regulations (IRR) ng Republic Act (R.A.) No. 12009, o mas kilala bilang New Government Procurement Act (NGPA).
Tuluyang naging mabisa ang IRR nitong February 25, 2025, 15 araw matapos itong mailathala sa Official Gazette noong February 10. Malaking hakbang tungo sa higit na pagpapabuti ng government procurement system ng bansa ang pagsasabisa ng IRRโalinsunod sa prinsipyo ng efficiency, proportionality, participatory, sustainability, at professionalism.
Ito ay nabuo sa pamamagitan ng mga serye ng mga pagpupulong at mga writeshop sa pagitan ng DBM, Procurement Service-DBM (PS-DBM), at GPPB-Technical Support Office (GPPB-TSO).
Sa pangunguna ni Executive Director (ED) Atty. Genmaries โGenโ S. Entredicho-Caong at ni dating ED Atty. S. Dennis Santiago, aktibong nakibahagi ang Procurement Service-DBM (PS-DBM) sa serye ng mga konsultasyon at pagpupulong kasama ang DBM at GPPB-Technical Support Office. Partikular na binigyang linaw ng PS-DBM ang mga new modes of procurement, tulad ng Direct Acquisition, Direct Sales, Competitive Dialogue, Unsolicited Offer with Bid Matching, at Direct Procurement for Science, Technology, and Innovation. Gayundin ang mga pangunahing pamantayan sa pag-award ng procurement contracts na Most Advantageous and Responsive Bid (MARB) at Most Economically Advantageous and Responsive Bid (MEARB).
Bukod sa mga ugnayang panloob, naging bahagi rin ang mga external stakeholders sa pagbabalangkas ng IRR sa pamamagitan ng paglilikom ng mga komento mula sa mga non-GPBB agencies, private sector, at civil society groups.
Naisabatas ang NGPA noong July 2024 na itinuring na priority piece of legislation ni Pangulong Ferdinand R. Marcos, Jr. Tinaguriang โbiggest anti-corruption lawโ ng bansa sa kasalukuyang panahon, inaasahang wawakasan nito ang mga under-the-table negotiations, side deals, at iba pang uri ng korapsyon sa gobyerno. Magbibigay-daan din ito sa mga digitalization initiatives sa procurement system, gaya ng patuloy na modernisasyon ng Philippine Government Electronic Procurement System (PhilGEPS), upang lalong pang mai-streamline ang procurement process.
Bagamaโt epektibo na ang IRR ng NGPA, ang mga ahensya ng gobyerno ay may tatlong taong transition period upang ganap na sumunod sa implementasyon ng NGPA, mula sa pag-issue ng mga procurement standard forms. Kaugnay nito, pansamantalang angkop ang ilan sa mga probisyon ng IRR ng R.A. No. 9184 o Government Procurement Reform Act habang patuloy na isinasapinal ang ilan sa mga probisyon ng NGPA IRR na nangangailangan ng additional guidelines.
Bilang central procuring arm ng national government para sa common-use supplies and equipment (CSE), ang PS-DBM ay masigasig sa pagsasakatuparan ng NGPA upang matiyak na ang public procurement system ng bansa ay naaayon sa nagbabagong panahon at tumutugon sa umuusbong na pangangailangan ng mamamayang Pilipino.
