The 𝟒𝟒𝐭𝐡 𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐒𝐞𝐬𝐬𝐢𝐨𝐧/𝟒𝐭𝐡 𝐌𝐨𝐛𝐢𝐥𝐞 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐁𝐚𝐲𝐚𝐧 𝐨𝐟 𝐌𝐨𝐥𝐚𝐯𝐞 𝐰𝐚𝐬 𝐬𝐮𝐜𝐜𝐞𝐬𝐬𝐟𝐮𝐥𝐥𝐲 𝐜𝐨𝐧𝐝𝐮𝐜𝐭𝐞𝐝 𝐨𝐧 𝐌𝐚𝐲 𝟏𝟑, 𝟐𝟎𝟐𝟔, 𝐚𝐭 𝐭𝐡𝐞 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐇𝐚𝐥𝐥 𝐨𝐟 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐒𝐢𝐦𝐚𝐭𝐚, 𝐩𝐫𝐞𝐬𝐢𝐝𝐞𝐝 𝐨𝐯𝐞𝐫 𝐛𝐲 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐇𝐨𝐧. 𝐌𝐨𝐧𝐚𝐥𝐢𝐬𝐚 𝐉. 𝐆𝐥𝐞𝐩𝐚. The session officially commenced at 9:00 A.M. with the singing of the Philippine National Anthem, the recitation of the Panunumpa sa Watawat ng Pilipinas, and an opening prayer. Ten members were present, constituting a quorum for the conduct of official business.

During the session, 𝘁𝗵𝗲 𝗮𝘂𝗴𝘂𝘀𝘁 𝗯𝗼𝗱𝘆 𝗮𝗽𝗽𝗿𝗼𝘃𝗲𝗱 𝘀𝗲𝘃𝗲𝗿𝗮𝗹 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝗿𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗰𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗿𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀, including resolutions expressing gratitude to retiring municipal employees for their years of dedicated government service. Various communications and proposed measures were also referred to appropriate committees for further study and action, including matters on infrastructure, social services, environmental concerns, transportation, and data-sharing requests from government agencies. Discussions during the privilege hour focused on road safety concerns along accident-prone areas of the national highway, attendance during committee hearings, accessibility issues involving the Municipal Hall ramp for senior citizens and PWDs, agricultural updates, and the need for a public cemetery to discourage burials in private properties.

The 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻 𝗹𝗶𝗸𝗲𝘄𝗶𝘀𝗲 𝗱𝗲𝗹𝗶𝗯𝗲𝗿𝗮𝘁𝗲𝗱 𝗼𝗻 𝘀𝗲𝘃𝗲𝗿𝗮𝗹 𝗼𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲𝘀 𝗮𝗻𝗱 𝗿𝗲𝗽𝗼𝗿𝘁𝘀, including proposed measures on public safety, regulation of videoke and liquor consumption in public areas, curfew for minors, implementation of the eLGU system, temporary tricycle fare adjustments, and reduction of terminal fees at the IBJT. A resolution requesting the DPWH to install appropriate road safety signages along identified accident-prone intersections in Molave was also approved.

The 𝘀𝗲𝘀𝘀𝗶𝗼𝗻 𝗰𝗼𝗻𝗰𝗹𝘂𝗱𝗲𝗱 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗮𝗰𝘁𝗶𝘃𝗲 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝘀 𝗼𝗳 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗦𝗶𝗺𝗮𝘁𝗮, 𝗹𝗲𝗱 𝗯𝘆 𝗣𝘂𝗻𝗼𝗻𝗴 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗛𝗼𝗻. 𝗩𝗶𝘃𝗶𝗻𝗰𝗶𝗮 𝗙𝗹𝗼𝗿𝗲𝗻𝘁𝗶𝗻𝗼, who expressed gratitude to the Sanggunian for holding the Mobile Session in their barangay. Various barangay development concerns and ongoing projects were also presented, including requests for the prioritization of a covered court and the completion of utility requirements for the barangay’s “3-in-1” health facility. The 44th Regular Session/4th Mobile Session was adjourned at exactly 12:35 in the afternoon following the closing prayer.

The 𝟒𝟐𝐧𝐝 𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐁𝐚𝐲𝐚𝐧 𝐨𝐟 𝐌𝐨𝐥𝐚𝐯𝐞, 𝐡𝐞𝐥𝐝 𝐨𝐧 𝐀𝐩𝐫𝐢𝐥 𝟐𝟗, 𝟐𝟎𝟐𝟔, 𝐜𝐨𝐦𝐦𝐞𝐧𝐜𝐞𝐝 𝐚𝐭 𝟗:𝟎𝟎 𝐀𝐌 𝐮𝐧𝐝𝐞𝐫 𝐭𝐡𝐞 𝐥𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐨𝐟 𝐇𝐨𝐧. 𝐌𝐨𝐧𝐚𝐥𝐢𝐬𝐚 𝐉. 𝐆𝐥𝐞𝐩𝐚. With all members present, the body proceeded to approve the order of business and the minutes of the previous session without revisions. While no proposed ordinances or resolutions were introduced, several barangay ordinances and communications were referred to appropriate committees, including measures on VAWC Desk establishment and supplemental budgeting. A request from the Municipal Mayor regarding the presentation of Rural Bank of Rizal was likewise noted for inclusion in the next session.

During the Privilege Hour, discussions centered on DILG Memorandum Circular No. 2026-060, emphasizing the role and accreditation of Civil Society Organizations (CSOs) in Local Special Bodies. The body also tackled peace and order concerns, particularly reports involving alleged illegal drug activities and their possible link to certain public utility drivers. Members expressed the need for careful, lawful, and coordinated actions, including the exploration of measures to ensure public safety. Updates on ongoing anti-drug efforts, infrastructure concerns such as drainage alignment along the national highway, and coordination with concerned offices were also addressed.

The Committee on Appropriation and Finance presented its report on the March 2026 financial statements, which was duly noted and filed. Under the Calendar of Business, two key ordinances were approved on second reading: one supporting programs and benefits for senior citizens through the OSCA, and another providing incentives and assistance for persons with disabilities through the PDAO and MCPC funds.

Other matters included the accommodation of a resident seeking financial assistance, where members voluntarily extended support, and observations regarding office conditions within the municipal building.

The session concluded at 10:30 AM following a motion for adjournment, marking another productive gathering focused on governance, community welfare, and public service.
