The term in Argentinian Spanish used by Pope Francis was CONVIVENCIA CIVIL (CIVIL COEXISTENCE) ā (is not equal to) Unión Civil or Unión Convivencial or Unión Conyugal (Civil Union in various Spanish dialect).

Pope Francis has spoken before to encourage parents and relatives not to ostracize or shun children identified as LGBT. This seems to be the sense in which the pope spoke about people's right to be a part of the family.
Pope Francis says NOTHING about same-sex marriage in the documentary entitled "Francesco."
He never promotes civil union, but he talks about the state to make a law in protecting homosexual people in their civil life from social rejection.

Pope Francis is defending what the Church has always defended, the dignity of the people. He proposes civil laws to protect homosexuals from abuse in their own family environments, who are often rejected by their own parents, siblings, and relatives.
Brethren, do not let yourself be FOOLED or manipulated by anyone. Pope Francis is not encouraging homosexual unions. His words are taken out of context.
