The Philippine Coast Guard (PCG), through the Office of the Inspector General (CGIG-IAS), held a nationwide simultaneous oath-taking and signing of the Affidavit of Undertaking for the Non-Use of Dangerous Drugs on 25 May 2026. The activity underscores the organization’s commitment to upholding national laws and internal policies in its campaign against illegal drugs, with the goal of maintaining a fully drug-free workforce dedicated to public service.
Coast Guard Logistics Systems Command (CGLSC) personnel actively took part in the nationwide event, reaffirming their dedication to discipline, integrity, accountability, and professionalism. All CGLSC personnel signed the affidavit to confirm their understanding and compliance with the policy and Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002. They pledged not to use, possess, sell, or distribute illegal drugs, and agreed to undergo legal drug testing when required. Newly promoted Rear Admiral Marco Antonio P. Gines—Commander of the Coast Guard Logistics Systems Command, was the Guest of Honor and Speaker at the graduation ceremony of the Coast Guard Special Operations Force (CGSOF) Basic Underwater Operations Course (BUSOC) Class 36-2025 and Female Rescue Diver Course (FRDC) Class 07-2025.
Rear Admiral Gines, a former Commander of SOF, extended his salutation to the SOF school for producing 33 BUSOC and 13 FRDC graduates after a 8 months high intensity training under the stewardship of Commodore Jimmy B Naisod—Commander of CGSOF, and Commodore Joselito A Maluyo—Superintendent of Coast Guard Special Operations School (CGSOS).
In his keynote address, Rear Admiral Gines outlined three core principles for the newly qualified special operations personnel. First, he emphasized commitment to continuous training, noting that excellence in maritime special operations cannot be achieved through shortcuts, and that competence and mission readiness are forged through rigorous discipline, perseverance, and a cycle of training, deployment, reflection, and further development. Second, he highlighted the importance of proactive leadership and capability enhancement, stressing that initiative is essential to advancing operational effectiveness. Drawing from his tenure with the Special Operations Group, Rear Admiral Gines cited his leadership in establishing the first Female Rescue Diver Course and the Technical Diving Course, and emphasized the need to upgrade dive standards—from 120 feet to extended procedures reaching up to 200 feet—to develop highly skilled technical divers as the new entry level. Third, he underscored adherence to the principle Semper Superne Nitens, which translates as “Always striving upwards,” noting that this guiding tenet emphasizes the need to remain steadfast in the face of challenges, uphold the highest standards of integrity, and align all actions with a greater institutional purpose.
The graduation represents a significant milestone in enhancing CGSOF’s operational capabilities, advancing the Philippine Coast Guard’s strategic vision of building a modern, responsive, and professional maritime service.
