Aklanโs congressional representatives have earned "Very Strong Public Approval" ratings above 70% in the latest RPMD Foundation Inc. "Boses ng Bayan" Index of Governance (IOG) survey.
Second District Representative Florencio "Joeben" Tumbocon Miraflores ranked 8th region-wide with an overall rating of 73.9% โ composed of 73.6% public trust and 74.2% performance. Meanwhile, 1st District Representative Marquez placed 9th, earning 72.4% overall (72.3% trust, 72.5% performance). Both scores exceed RPMDโs 55% passing benchmark and meet the threshold for "Very Strong Public Approval", a standard achieved only by the 10 ranked representatives across Western Visayas.
The survey, released June 5, 2026, was conducted April 1-8 with 5,000 respondents region-wide (ยฑ1% margin of error at 95% confidence level), including a proportional sample from Aklan to ensure local relevance. Unlike traditional popularity polls, the "Boses ng Bayan" IOG measures governance legitimacy by evaluating three core areas:
- District representation: visibility, accessibility, and responsiveness to local concerns
- Legislative productivity: advancing policies and laws for regional and national interests
- Constituent services: addressing community needs and providing support
The report stressss that the results reflect the WV provinces', including Aklan's, strong confidence in their representativesโ ability to deliver on commitments, from supporting local projects to pushing for legislation that benefits the province.
The scores also align with a regional shift where voters increasingly reward tangible results over political affiliation or incumbency.
"The message from Western Visayas is unmistakable: effective representation, public trust, and measurable performance remain the foundations of enduring public support," the report states.
Dr. Paul Martinez, RPMD Executive Director, added that governance ratings serve as "indicators of public confidence, political sustainability, and reelection strength."
All ranked lawmakers in the region exceeded the 70% threshold, with Iloilo City Lone District Representative Julieanne "Jam-Jam" Baronda leading with an outstanding 87.9% overall rating.

The Malay Sangguniang Bayan (SB) held a meeting on June 3, 2026 to address concerns about Presidential Proclamation (PP) 1064, which governs land use on Boracay.
The discussion was based on a position paper from Natives of Boracay and Business Stakeholders, Inc. (NABBSI), focusing on long-term residents living on forestland blocks, who have been affected by technical errors and inconsistencies in maps: PP 1064, Land Classification Map 3642, and Cadastral Map 705-D.
A key point was the question of Critical Habitat status for Boracay. The Aklan Provincial Environment and Natural Resources (PENRO) Officer Engr. Zubiaga said no official critical habitat has been declared yet. However, NABBSI presented documents showing this was outlined in the approved Boracay Action Plan (Theme 3: Recovery of Ecosystems) during the islandโs rehabilitation, plus a proposed map.
The council passed two resolutions:
1. Urge DENR to review and correct mapping defects in Cadastral Map 705-D
2. Urge DENR to impose an immediate moratorium on prosecuting long-term forestland occupants
SB member Vicky Aguirre-Salem said amendments to PP 1064 will be put off because of its political nature, to focus first on fixing technical issues affecting residents.
Other topics discussed are the Presidential Proclamation No. 803 (2005) which declares parts of Yapak and Balabag as a Tourism Economic Zone, and the Wastewater discharge concern where SB member Dodoy Renato Gelito raised issues about a resort allegedly violating rules.
Meeting attendees included former Vice-Mayor Wilbec Gelito (Boracay Movement for PP1064), NABBSI, local planning and environment offices, zoning staff, municipal legal counsel, Brgy. Manocmanoc representatives, and teams from the Department of Environment and Natural Resources.(DENR) and Community Environment and Natural Resources Office (CENRO) .
DENR Central Legal Office has not yet released its official response to the position paper submitted on May 5, 2026, with extra inputs sent on May 29, 2026.
