March 19, 2025, Malacañan Palace, Manila – The National Economic and Development Authority (NEDA) Board has confirmed approval of the Department of Social Welfare and Development’s (DSWD) Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services’ (KALAHI-CIDSS) Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP). This approval signifies a substantial progression in building community resilience nationwide after over a year of planning and collaboration.

Secretary Rex Gatchalian of the DSWD presented the final proposal to the NEDA Board, chaired by President Ferdinand R. Marcos, Jr. It was evaluated by the NEDA Investment Coordination Committee (ICC) and deemed economically viable and impactful.

“The emphasis of Pagkilos on community resilience aligns seamlessly with the core mandate of the DSWD to provide social protection to those most affected by risks, crises, shocks and disasters,” said Secretary Gatchalian. “NEDA Board’s support in bringing this initiative to reality will ensure stronger and more resilient communities,” he added.

The project will focus on municipalities with the highest poverty incidence, addressing economic risks and environmental hazards like drought, heat, floods, and landslides. It will also prioritize child health, nutrition, and inclusive interventions for Indigenous Peoples.

The Panahon ng Pagkilos project, which will run from 2025 to 2030, will benefit approximately 4.3 million households across 500 municipalities in 49 provinces and 16 regions.

“We are excited to continue our work using the Community-Driven Development (CDD) approach, which has already made a positive impact on Filipino communities,” said KALAHI-CIDSS National Program Manager Atty. Bernadette A. Mapue-Joaquin.

Building on the success of the KALAHI-CIDSS National Community-Driven Development Program (NCDDP), the initiative will strengthen community-based mechanisms to address emerging risks, including environmental and economic challenges.

The approval affirms DSWD’s commitment to providing critical support to vulnerable communities affected by crises and disasters.

After this confirmation, the DSWD shall process the requirements for the loan agreement signing. (kcnpmo/rjme/ahff)
