Gross estate - deductions = net estate or no net estate

Someone died last November 2023. The heirs said the decedent had left a net estate of four million pesos. House and lot cost three million pesos. Cash in bank is one million pesos. Though estate tax won't be imposed, filing of return is still necessary. Otherwise, there will be effects if not filed.
