Moreover, the resort owner is presumed to be not unaware of this prohibition and is otherwise charged with sufficient knowledge that the conduct of such activity may be absolutely restrained or prevented by the proper authorities in the future. Hence, they are estopped from claiming that they acquired the requisite licenses in good faith and with proper regard of law.
