Councilor Doc Jess Albeus

The LAND USE COMMITTEE HEARING this Thursday was presided by Committee Chair Councilor Doc Jess Albeus. Also present for the committee were Councilors Frank Mendoza and Nathan Sergio, NCPC representative Ms. Ampie Vergara, and NCGADC representative Engr. Herlyn Lanzuela Delos Reyes.

The agenda included: a letter from the Villa Concepcion Subdivision Homeowners Association pertaining to the proposed donation by FF Cruz and Sons Company of road lots and open spaces in Villa Concepcion Subdivision; a letter from the Provincial Agrarian Reform Program Office informing about Resolution No. 2025-396, which inquired into the factual and legal bases of the conversion of a 9-hectare agricultural land in Barangay Pacol; a notice of violation issued by the City Planning and Development Office to Dynamic 3G Construction and Supply Corporation for Villa Emilieta Subdivision in Cararayan; and a proposed ordinance authored by Councilor Francisco M. Mendoza, revising and updating the rules, procedures, and criteria for the issuance of Special Use Permit (SUP), amending relevant provisions of Ordinance No. 2000-071, aka “The Revised Zoning Ordinance of Naga City.”

The 44TH Regular Session of the 15th Sangguniang Panlungsod was presided over by Vice Mayor and Presiding Officer Hon. Gabriel H. Bordado Jr. City Councilors present were Hon. Elmer S. Baldemoro, Hon. Jessie R. Albeus, Hon. Ghiel G. Rosales, Hon. Gilda Gayle R. Abonal-Gomez, Hon. Melvin Ramon G. Buenafe, Hon. Wilfredo Jude A. Diokno, Hon. Francisco M. Mendoza, Hon. Allan Reiz C. Macaraig, and Liga ng mga Barangay President Hon. Ma. Corazon M. Peñaflor, and Sangguniang Kabataan Federation President Hon. Jefson Romeo B. Felix.

During the privilege hour, Councilor Baldemoro took to the podium to denounce the decade-long delay in the Naga Airport Redevelopment Project. He lamented the lost opportunities brought about by the rerouting of the Naga–Manila flight to Clark, Pampanga, noting that both the Clark option and the Bicol International Airport alternative add several hours to travel time, compounding costs and inconvenience for passengers. Stressing the need for decisive action, Councilor Baldemoro urged his colleagues to support his proposed resolution calling on the Office of the President, the Department of Transportation, and the Civil Aviation Authority of the Philippines to closely monitor, expedite, and ensure the immediate and full implementation of Phase I of the Naga Airport Redevelopment Project, and to prevent any further unnecessary delays.

The Committee Reports were presented by their respective Committee Chairs or Co-Chairs: Councilor Jessie R. Albeus for the joint committee hearing of Land Use and Environment and Energy; Councilor Francisco M. Mendoza for Ways and Means; Councilor Allan Reiz C. Macaraig for Information Technology; Councilor Ghiel G. Rosales for Blue Ribbon and Administrative Cases; and Councilor Melvin Ramon G. Buenafe for Transport. The report of the Committee on Education was deferred due to the absence of the Committee Chair.
