A meaningful celebration of hope, permanence, and family took place in Imus City, Cavite on June 13, 2026, as the City Government conducted its "Bell of Joy" Ceremony to celebrate the successful completion of a domestic administrative adoption and a child's official transition into a permanent and loving home.

Organized by the City Social Welfare and Development Office (CSWDO) of Imus City and the Regional Alternative Child Care Office (RACCO) IV-A, the ceremony marked the formal issuance of the Order of Adoption and Certificate of Finalityโ€”legal instruments that officially recognize the child as a lawful and permanent member of the adoptive family pursuant to Republic Act No. 11642, or the Domestic Administrative Adoption and Alternative Child Care Act.

The ceremonial ringing of the Bell of Joy served as a powerful expression of love, belonging, and lifelong commitment, celebrating the realization of every child's fundamental right to grow in a safe, stable, and nurturing family environment. Beyond its symbolic significance, the event highlighted the collaborative efforts of the national and local governments in ensuring that children are provided with permanent family care through accessible and responsive adoption services.

Representatives from RACCO IV-A, the CSWDO of Imus City, the adoptive family, and other stakeholders attended the ceremony, reaffirming their shared commitment to advancing the Adoption and Alternative Child Care Program (AACCP) and promoting family-based care for every child.

Originally introduced by RACCO IV-A, the "Bell of Joy" Ceremony continues to gain support among local government units as a meaningful practice that celebrates adoption milestones and promotes public awareness of legal adoption. With the conduct of its first Bell of Joy Ceremony, Imus City became the fourth local government unit in the CALABARZON Region to adopt the initiative, reflecting the region's growing commitment to ensuring that every child has the opportunity to grow up in a loving, permanent, and nurturing family.
