Governors 𝐍𝐢𝐧𝐚 𝐑𝐢𝐜𝐜𝐢 𝐘𝐧𝐚𝐫𝐞𝐬 of Rizal, 𝐀𝐛𝐞𝐧𝐠 𝐑𝐞𝐦𝐮𝐥𝐥𝐚 of Cavite, and 𝐕𝐢𝐥𝐦𝐚 𝐒𝐚𝐧𝐭𝐨𝐬-𝐑𝐞𝐜𝐭𝐨 of Batangas emerged as CALABARZON’s most trusted and best-performing provincial leaders in the latest 𝐑𝐏𝐌𝐃 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧 𝐈𝐧𝐜. “𝐁𝐨𝐬𝐞𝐬 𝐧𝐠 𝐁𝐚𝐲𝐚𝐧” 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭. While Ynares and Remulla statistically shared the region’s highest honors in the Index of Governance (IOG), Santos-Recto followed closely behind, completing CALABARZON’s elite top tier of provincial governors.

The findings underscore the strong state of provincial governance in one of the Philippines’ most economically significant regions, with all five governors earning ratings exceeding RPMD’s benchmark for very strong governance performance. The results also highlight a highly competitive leadership environment in which public trust and effective governance continue to shape citizens' evaluations of provincial administrations.

The survey was conducted by RPMD Foundation, Inc., through its independent, non-commissioned nationwide “Boses ng Bayan” initiative, from April 1 to 8, 2026. A total of 5,000 respondents were randomly selected and personally interviewed across the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon, representing various socio-economic sectors. The survey carries a ±1% margin of error at a 95% confidence level.

According to Dr. Paul Martinez, Executive Director of RPMD Foundation Inc. and a global affairs and political analyst, the assessment focuses on governance outcomes rather than political popularity.

The survey utilized 𝐑𝐏𝐌𝐃’𝐬 𝐈𝐧𝐝𝐞𝐱 𝐨𝐟 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 (𝐈𝐎𝐆), a composite indicator derived from 𝐓𝐫𝐮𝐬𝐭 𝐑𝐚𝐭𝐢𝐧𝐠𝐬 𝐚𝐧𝐝 𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐑𝐚𝐭𝐢𝐧𝐠𝐬. Trust measures public confidence in a governor’s leadership, integrity, transparency, accountability, and commitment to public welfare. Performance evaluates public perceptions regarding service delivery, economic development, infrastructure, healthcare, education, environmental stewardship, public safety, disaster preparedness, and overall governance effectiveness.

Respondents likewise assessed provincial leaders based on leadership effectiveness, fiscal management, social services, infrastructure development, economic initiatives, crisis response, citizen engagement, innovation, transparency, accountability, and overall satisfaction with provincial governance.

At the top of the rankings is 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐍𝐢𝐧𝐚 𝐑𝐢𝐜𝐜𝐢 𝐘𝐧𝐚𝐫𝐞𝐬 of Rizal, who recorded a 77.1% Index of Governance, consisting of 76.8% Trust and 77.5% Performance Ratings. Her administration received exceptionally strong marks from respondents, reflecting broad public approval and confidence in provincial leadership.

𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐀𝐛𝐞𝐧𝐠 𝐑𝐞𝐦𝐮𝐥𝐥𝐚 of Cavite statistically shared the region’s highest distinction after posting a 76.7% Index of Governance, supported by 76.5% Trust and 76.8% Performance Ratings. The narrow margin separating the two governors places both leaders within RPMD’s highest-performing governance category.

Following closely behind is 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐕𝐢𝐥𝐦𝐚 𝐒𝐚𝐧𝐭𝐨𝐬-𝐑𝐞𝐜𝐭𝐨 of Batangas, who earned a 75.4% Index of Governance, generated from 75.3% Trust and 75.5% Performance Ratings. The results affirm continued public confidence in her leadership and the overall direction of provincial governance in Batangas.

Meanwhile, 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐒𝐨𝐥 𝐀𝐫𝐚𝐠𝐨𝐧𝐞𝐬 of Laguna secured a 73.1% Index of Governance, with 72.9% Trust and 73.4% Performance Ratings, while 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐇𝐞𝐥𝐞𝐧 𝐓𝐚𝐧 of Quezon registered a 70.6% Index of Governance, supported by 70.5% Trust and 70.8% Performance Ratings.

RPMD noted that all five governors comfortably surpassed the organization’s 55% governance benchmark, with every provincial chief executive qualifying for the Foundation’s “Very Strong Governance Performance” category. The results suggest that provincial governments throughout CALABARZON continue to enjoy substantial public confidence and positive evaluations of governance.

“One of the most significant findings is the consistency of the ratings “𝐎𝐧𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐦𝐨𝐬𝐭 𝐬𝐢𝐠𝐧𝐢𝐟𝐢𝐜𝐚𝐧𝐭 𝐟𝐢𝐧𝐝𝐢𝐧𝐠𝐬 𝐢𝐬 𝐭𝐡𝐞 𝐜𝐨𝐧𝐬𝐢𝐬𝐭𝐞𝐧𝐜𝐲 𝐨𝐟 𝐭𝐡𝐞 𝐫𝐚𝐭𝐢𝐧𝐠𝐬 𝐚𝐜𝐫𝐨𝐬𝐬 𝐚𝐥𝐥 𝐩𝐫𝐨𝐯𝐢𝐧𝐜𝐞𝐬. As one of the country’s leading economic and development corridors, CALABARZON presents unique governance challenges and opportunities. The region’s strong collective performance in the 2026 assessment suggests that provincial leadership remains a critical factor in maintaining public trust and ensuring responsive governance.

The survey forms part of RPMD Foundation Inc.'s continuing nationwide effort to provide independent governance benchmarks and strengthen public accountability through citizen-based evaluations. By focusing on trust and performance rather than political preference alone, the Index of Governance offers a broader perspective on how Filipinos assess the effectiveness of their elected leaders.
