Si Kapitan Oscar usa ka ilado nga mapinanggaong lider, adunay dakong kasingkasing ug tinuoray nga pagbati alang sa mga lumulupyo sa Mabuhay. Busa, kini usa ka dakong kawalan alang sa atong komunidad tungod kay nakuhaan kita og usa ka tinuod nga public servant nga matinud-anong ning-alagad sa katawhan.

Among gipaabot ang kinasingkasing nga pahasubo ngadto sa pamilya ni Kapitan Oscar ug sa tibuok katawhan sa Barangay Mabuhay.
