The We CommuNect Team successfully conducted a comprehensive system orientation for the members of the Sangguniang Bayan, Legislative Staff, and the Office of the Vice Mayor of Delfin Albano as part of the municipalityโ€™s preparation for the upcoming official launch of the We CommuNect System Version 2.0.

The activity served as an important step in introducing the features, functions, and capabilities of the enhanced legislative archival and management platform to its future users. During the orientation, the We CommuNect Team presented the systemโ€™s modules designed to improve legislative operations, digital archiving of ordinances and resolutions, document retrieval, transparency, accessibility, and records management within the municipality.

The orientation also provided hands-on discussions and demonstrations to ensure that legislative personnel and local officials would be fully equipped and prepared to utilize the system effectively once officially deployed.

The We CommuNect System Version 2.0 is one of the continuing initiatives under the partnership between Isabela State University and National Movement of Young Legislators Isabela Chapter aimed at strengthening digital governance and supporting local government units through innovative technological solutions.

With the upcoming official launching of the system, the Municipality of Delfin Albano moves closer toward a more modern, efficient, and transparent legislative governance process powered by locally developed technology and academic-community collaboration.

The We CommuNect Team successfully provided technical assistance to the Legislative Office of Delfin Albano as part of the continuing implementation of the We CommuNect Extension Program aimed at strengthening digital governance and improving legislative information management among municipalities in the province of Isabela.

The technical assistance activity focused on resolving concerns related to the retrieval and database connection of the municipalityโ€™s legislative records system. The Legislative Secretaryโ€™s Office sought the expertise of the We CommuNect Team to address existing technical issues affecting the accessibility and management of important ordinances and resolutions stored in their database.

Through the collaborative effort between the legislative staff and the We CommuNect Team, the technical issues were successfully diagnosed and resolved. The team also conducted a hands-on knowledge-sharing session to guide the office personnel on proper database retrieval procedures, troubleshooting techniques, and connection management to help them independently address similar concerns in the future.

This initiative forms part of the major objectives of the We CommuNect Extension Program, which is to provide technological expertise and practical digital solutions to legislative offices facing operational and records management challenges. The program continues to assist municipalities in enhancing efficiency, accessibility, transparency, and preservation of legislative documents through modern technology-driven systems.

The Municipality of Alicia takes a significant step toward digital governance as the We CommuNect Team successfully conducted an orientation on the We CommuNect System Version 2.0 for local officials and stakeholders of the municipality.

The activity was led by the sanguniang bayan member Hon. DJ Co, Hon. Dr. Mila Paguila, and Hon. Mico Go in collaboration with the Legislative Office of the municipality. Legislative staff, representatives from the Sangguniang Kabataan, and officers from the Liga ng mga Barangay also participated in the orientation.

During the activity, the We CommuNect Team formally presented the features and capabilities of the We CommuNect System V2, a digital legislative archiving and records management platform designed to modernize the storage, retrieval, monitoring, and accessibility of ordinances and resolutions within local government units.

The orientation served as part of the municipalityโ€™s preparation for the adoption of the system, as the proposed ordinance supporting the utilization of the platform in Alicia has already undergone reading and is expected to be approved soon.

Participants were introduced to the importance of digital governance, transparency, accessibility of public information, and efficient legislative document management. The demonstration highlighted how the system can strengthen records organization, improve public access to ordinances and resolutions, and support more efficient delivery of legislative services.

During the orientation, the proposed Memorandum of Agreement (MOA) between the Municipality of Alicia and the National Movement of Young Legislators was also discussed. The agreement aims to strengthen collaboration and partnership in the implementation of the We CommuNect System and other future digital governance initiatives within the municipality.

Also discussed during the activity were the two proposed ordinances to be implemented in the municipality. The first ordinance focuses on the adoption and utilization of the We CommuNect System for digital legislative archiving, while the second ordinance supports the implementation of social media live streaming during legislative sessions in Alicia to further strengthen transparency and public access to governance activities.

Catleen Glo M. Feliciano together with Marlyn Bermoza served as technical experts during the discussion of the proposed ordinances and provided insights on the implementation of digital governance initiatives within the municipality.

The We CommuNect Team also facilitated an open discussion regarding the systemโ€™s features and functionalities. Participants were given the opportunity to provide feedback, suggestions, and recommendations before the official online launch of the platform, ensuring that the system will effectively meet the needs of the municipality and its constituents.

The We CommuNect Extension Program of the College of Computing Studies, Information and Communication Technology (CCSICT) of Isabela State University continues to strengthen digital governance initiatives across the province of Isabela by assisting municipalities in the development and implementation of modern Ordinance and Resolution Archival Systems.

As part of its ongoing commitment to innovation, transparency, and public service, the We CommuNect Team is actively working with legislative offices and local government units to help legislative officers efficiently manage, preserve, organize, and retrieve important municipal ordinances and resolutions through a centralized digital platform.

The initiative aims to modernize traditional record-keeping practices by introducing a technology-driven legislative archiving system that promotes accessibility, accountability, operational efficiency, and long-term preservation of public documents. Through capability training, technical assistance, and system deployment, the extension program supports municipalities in improving legislative records management and strengthening public access to information.

At present, several municipalities in the province are continuously collaborating with the We CommuNect Team for the enhancement and customization of their respective legislative archival systems. As part of commitment and return of service to the university, leaders and partners from the National Movement of Young Legislators (NMYL) served as resource speaker during the inspiring session titled โ€œLEAD SMART, ACT RIGHT: The Power of Good Governanceโ€ held during the 16th ICT Roadshow of the College of Computing Studies, Information and Communication Technology (CCSICT) of Isabela State University โ€“ Echague.

The activity was conducted under the theme โ€œGreen Intelligence: AI Transforming Agro-Industry and Eco-Tourism,โ€ which highlighted the growing role of technology, innovation, and responsible leadership in building sustainable and people-centered communities.

One of the featured speakers was Hon. Guill Marc D. Mariano Municipal councilor and NMYL officer, who shared valuable insights on character, systems, governance, and responsible citizenship. Throughout the session, he emphasized that good governance begins with integrity, accountability, empathy, and service-oriented leadership.

The discussion highlighted that leadership is not only about having authority, but also about building systems that promote transparency, participation, and accountability. The speaker stressed that access to information, citizen involvement, and ethical leadership are essential in creating trustworthy and responsive institutions.

Participants were also reminded that technology plays a major role in governance. Through digital systems and e-governance initiatives, access to public services and information becomes faster, more transparent, and more accessible to communities. The discussion connected strongly with students and professionals in the fields of Information Technology, Computer Science, Information Systems, and Data Science, encouraging them to use their technical skills not only for innovation, but also for nation-building and public service.

The session also featured discussions on good citizenship, emphasizing that governance is a shared responsibility between leaders and citizens. Delfin Albano takes a major step toward digital governance through the adoption of the We CommuNect Extension Project during the recently conducted system orientation facilitated by the College of Computing Studies, Information and Communication Technology (CCSICT) of Isabela State University.

The activity was conducted in partnership with the National Movement of Young Legislators as part of the continuing initiative to strengthen local governance through digital innovation and modern legislative records management.

The We CommuNect Project introduced the Ordinance and Resolution Archiving System Version 2.0, a digital platform designed to help local government units efficiently store, manage, retrieve, and monitor ordinances and resolutions. Developed under the NMYL Ordinance Archiving Framework, the system aims to provide a more organized, accessible, and transparent way of handling legislative documents.

During the orientation, the system was presented by Catleen Glo Feliciano together with Hon. Elli John G. Caรฑero Sangguniang Bayan who author the ordinance for the digitalization of ordinances and resolutions in the municipality.

The orientation highlighted the major features and functions of the platform, including its capability to improve document accessibility, legislative efficiency, and transparency in governance. Participants were also given the opportunity to raise questions and better understand the implementation process of the system.

As part of the partnership initiative, the Memorandum of Agreement among stakeholders was also introduced and discussed to further strengthen collaboration between partner institutions and local officials.

A planning session was likewise conducted to identify the next steps and future activities related to the implementation of the NMYL Ordinance Archiving Framework in Delfin Albano.
