As the National Womenโs Month celebration comes to a meaningful close, the Department of Science and TechnologyโQuirino (DOSTโQuirino) continues to strengthen its commitment to empowering women through science, technology, and innovation. These efforts were realized through a series of webinars conducted for participants from the Quirino State University (QSU) and the Department of Information and Communications Technology (DICT)โCagayan Valley.
Serving as the resource speaker, Dr. Rocela Angelica B. Gorospe, Provincial Director of DOSTโQuirino, delivered tailored discussions for each institution. For participants from Quirino State University (QSU), she presented the topic โWomen Leadership and Innovation,โ highlighting the growing and transformative role of women across various sectors. She emphasized how women continue to break barriers and excel in careers, academics, leadership, technology, and scienceโembodying resilience, versatility, and excellence in todayโs evolving landscape.
Meanwhile, for participants from the Department of Information and Communications Technology (DICT)โCagayan Valley, Dr. Gorospe delivered the topic โWomen Empowerment through Science, Technology, and Innovation.โ The discussion underscored the vital role of science and technology in creating inclusive opportunities and empowering women to become active contributors to economic development, community transformation, and sustainable progress.

Complementing the infrastructure support is an integrated Gender-Responsive DRRM Preparedness Program. This component ensures that disaster risk reduction strategies are inclusive, participatory, and responsive to the needs of women, children, the elderly, and other vulnerable sectors.

Participatory methodologies play a crucial role in ensuring that community needs, perspectives, and local knowledge are fully integrated into project development and implementation. By actively involving stakeholders in the assessment and planning process, these approaches promote inclusivity, ownership, and sustainability of programs, leading to more responsive and impactful interventions.
Recently, the Department of Science and Technology (DOST) successfully conducted the activity titled โRetooling of DOST Personnel on Concept of Participatory Development Methodology for Community Project Assessment and Planning,โ equipping its personnel with enhanced knowledge and skills in participatory approaches for development work.
The activity formally opened with an inspiring message from Regional Director Virginia G. Bilgera, who emphasized that the training is both timely and relevant. She highlighted that the concepts and approaches to be learned can be applied across all aspects of DOST programs and projects, particularly in strengthening planning processes and ensuring that initiatives are responsive to the real needs of communities.
A key highlight of the training was the discussion led by resource speaker Dr. Emma L. Ballad, Career Scientist I. She provided an in-depth discussion on participatory development methodologies, including its core features and guiding principles. Dr. Ballad also elaborated on the standard guidelines in conducting these methodologies and introduced various tools and techniques that can be effectively utilized in assessing communities and identifying appropriate projects for funding. In addition, Dr. Ballad emphasized that when doing appraisal in community, local people are the one that draws up plans and analyze the problems and the experts/outsiders will only act as facilitators.
To apply the concepts discussed, participants actively engaged in workshop sessions where they applied their new learnings. Through hands-on exercises, they practiced using different tools and techniques, enabling them to better understand how to gather, analyze, and interpret community-level data in a participatory manner.
The activity concluded with a deeper appreciation of the importance of participatory methodologies in development work. For CEST implementers and other DOST project facilitators, the training serves as a vital step toward ensuring that programs are community-driven, inclusive, and sustainable. By integrating these approaches into project assessment and planning, DOST personnel are better equipped to design interventions that truly address local needs and contribute to meaningful and lasting development outcomes.

The Department of Science and Technology (DOST) Quirino continues to open doors of opportunity for local enterprises through its Small Enterprise Technology Upgrading Program (SETUP), marked by the recent inking of a Memorandum of Agreement (MOA) with beneficiary MSMEs.
Through SETUP, DOST provides by assisting micro, small, and medium enterprises (MSMEs) in enhancing productivity, upgrading production facilities, and gaining access to free technical consultancies and capability-building trainings aimed at business growth and long-term sustainability.
Prior to the release of funds, DOST Quirino also conducted a brief orientation to reiterate the terms and conditions of the agreement, ensuring transparency, accountability, and a shared commitment to the programโs successful implementation.

The Department of Science and Technology (DOST) โ Quirino strengthens community livelihoods through science-based interventions as it conducts a Chicken Production Management training for beneficiaries of the Community Empowerment through Science and Technology (CEST) Program in Barangay Calaocan, Cabarroguis, Quirino.
The activity forms part of the livelihood entry point of the CEST Program, which promotes inclusive growth and supports community-based enterprises through science and technology. The training aims to equip beneficiaries with practical knowledge on poultry care, feeding strategies, and management practices to transform small-scale poultry raising into a sustainable source of income.
One of the key challenges identified among the beneficiaries is the development of an effective feeding program for chickens, which directly affects their growth, health, and overall productivity. To address this, DOST Quirino tapped QSU Expert โ Associate Professor, Dr. Rommel Peralta to share science-based knowledge and practical strategies in poultry production management, including proper feeding techniques, flock care, and measures to reduce mortality rates and increase productivityโcritical factors for the success of small-scale poultry enterprises.
Through the training, beneficiaries gain insights that enable them to manage their poultry operations more effectively and sustainably.

As the first week of the National Womenโs Month Celebration unfolded, the Department of Science and Technology โ Quirino (DOST-Quirino) marked the occasion by bringing meaningful conversations on gender equality to the community through a Gender Sensitivity Training (GST) conducted at Brgy. Calaocan, Cabarroguis, Quirino.
In support of the call โLead like the Babaylans, Filipinas,โ the activity served as a reminder of the strength, wisdom, and leadership that women have embodied throughout Philippine history.
Serving as the resource speaker, DOST-Quirino Provincial Director Dr. Rocela Angelica B. Gorospe opened the discussion with thought-provoking questions that sparked curiosity and reflection among participants: โAlam niyo ba ang ibig sabihin ng Babaylan?โ, โBakit may National Womenโs Month?โ, at โMay National Menโs Month ba?โ
Through these questions, Dr. Gorospe guided the participants in rediscovering the powerful role of the Babaylan in pre-colonial Philippine societyโwomen who were not only healers and spiritual leaders but also respected figures of wisdom, courage, and influence in their communities. Their legacy serves as an inspiration for todayโs generation of Filipinas to lead, empower, and create positive change.
To deepen the discussion, participants actively engaged in a group activity where they drew figures of a man and a woman and identified their traits and characteristics. The activity encouraged reflection on common gender perceptions and highlighted that capabilities, dreams, and opportunities should never be limited by gender.
The discussion further emphasized that the spirit of the Babaylan continues to live on in modern times through Filipinas who excel in different fields. One inspiring example is Hidilyn Diaz, who made history by winning the Philippinesโ first Olympic gold medal, proving that Filipinas can rise and lead even in fields traditionally dominated by men. In the field of science and medicine, pioneers like Fe del Mundo have also shown the remarkable contributions of women through their dedication to research, innovation, and service to society. Today, many Filipina leaders, professionals, and scientists continue to shape communities and inspire the next generation of young girls to pursue their dreams.
More than just a training, the activity became a safe space for dialogue, learning, and shared realization that empowering women ultimately strengthens families, communities, and the nation as a whole.
