DIFFUN, QUIRINO — In a collaborative effort to foster grassroots economic resilience and environmental sustainability, a three-day community-based training program on electric-powered sewing machine operation for 𝗲𝗰𝗼-𝗯𝗮𝗴 𝗺𝗮𝗸𝗶𝗻𝗴 was successfully conducted from 𝗠𝗮𝘆 𝟭𝟵 𝘁𝗼 𝟮𝟭, 𝟮𝟬𝟮𝟲.

The initiative was jointly organized by 𝘁𝗵𝗲 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗡𝗮𝘁𝘂𝗿𝗮𝗹 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 (DENR)—funded through the 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆-𝗕𝗮𝘀𝗲𝗱 𝗙𝗼𝗿𝗲𝘀𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 - 𝗖𝗼𝗺𝗽𝗿𝗲𝗵𝗲𝗻𝘀𝗶𝘃𝗲 𝗔𝗴𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 (CBFM-CARP)—alongside the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗧𝗿𝗮𝗱𝗲 𝗮𝗻𝗱 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝘆 (DTI) and the 𝗣𝘂𝗯𝗹𝗶𝗰 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗢𝗳𝗳𝗶𝗰𝗲 (PESO). The technical seminar aimed to equip members of the 𝗠𝗮𝗰𝗮𝘁𝗲 𝗗𝗶𝗳𝗳𝘂𝗻 𝗨𝗻𝗶𝘁𝗲𝗱 𝗙𝗮𝗿𝗺𝗲𝗿𝘀 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻 𝗜𝗻𝗰. (MDUFAI) with sustainable livelihood skills, backed by the strong support of the Local Government Unit of Diffun led by Municipal Mayor 𝗠𝗮𝘆 𝗚𝗮𝗿𝗻𝗮𝗰𝗲-𝗖𝗮𝗹𝗮𝘂𝗻𝗮𝗻.

Over the course of the three-day event, participants actively joined the intensive hands-on training and successfully produced their own textile eco-bags using modern electric sewing machines provided by the DENR through the CBFM-CARP. Under the direct, technical mentorship of expert trainer 𝗥𝗼𝗻𝗮𝗹𝘆𝗻 𝗖𝗮𝗹𝘂𝘆𝗮 of MBB Patahian (based in Zamora, Cabarroguis, Quirino), the trainees transitioned from understanding basic machine functionalities to achieving full operational proficiency. Caluya also inspired the group by showcasing her own high-quality sewing masterpieces.

To guarantee the long-term viability of the enterprise, representatives from various line agencies pledged comprehensive post-training support. 𝗖𝗿𝗶𝘀𝘀𝗮 𝗘. 𝗔𝗿𝗶𝗼𝘀, Trade Industry Development Specialist from DTI, outlined key business advisories and enterprise development strategies, affirming that both provincial and regional offices will extend marketing assistance to make the products market-ready. Arios highlighted future opportunities for MDUFAI to exhibit their eco-bags at national and international trade expositions, including the Manila Fair, and noted the availability of low-interest corporate loans for small businesses.

Furthermore, 𝗝𝗲𝗻𝗻𝗶𝗹𝘆𝗻 𝗚𝗮𝘁𝗶𝗻 of the DENR commended the organization's growth, conveying congratulations from the 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗡𝗮𝘁𝘂𝗿𝗮𝗹 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗢𝗳𝗳𝗶𝗰𝗲 (PENRO) and the 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗡𝗮𝘁𝘂𝗿𝗮𝗹 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗢𝗳𝗳𝗶𝗰𝗲 (CENRO) for the steady progress of the forestry management project.

DIFFUN, QUIRINO — Strengthening the local workforce through specialized technical training, the 𝗣𝘂𝗯𝗹𝗶𝗰 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗢𝗳𝗳𝗶𝗰𝗲 (PESO) Diffun, in coordination with the 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗦𝗸𝗶𝗹𝗹𝘀 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 (TESDA), successfully conducted the orientation for the 𝐓𝐢𝐥𝐞 𝐒𝐞𝐭𝐭𝐢𝐧𝐠 𝐍𝐂 𝐈𝐈 scholarship program on 𝗠𝗮𝘆 𝟭𝟯, 𝟮𝟬𝟮𝟲.

The event, held at 𝗕𝗮𝗹𝗮𝗶 𝘁𝗶 𝗨𝗺𝗶𝗹𝗶, 𝗔𝘂𝗿𝗼𝗿𝗮 𝗘𝗮𝘀𝘁, was made possible through the unwavering support of the Local Government Unit of Diffun, led by 𝗛𝗼𝗻. 𝗠𝗮𝘆 𝗚𝗮𝗿𝗻𝗮𝗰𝗲-𝗖𝗮𝗹𝗮𝘂𝗻𝗮𝗻. This initiative underscores the Mayor’s commitment to providing sustainable livelihood opportunities and high-value skills training for her constituents.

𝗠𝗿. 𝗡𝗼𝗿𝗺𝗮𝗻 𝗗𝗮𝗿𝗮𝗽𝗶𝘇𝗮, representative from the TESDA Provincial Training Center, served as the guest speaker. He provided the prospective trainees with a comprehensive briefing on the 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗪𝗼𝗿𝗸 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 (TWSP), detailing the curriculum and the professional standards required for the construction industry.

Under this scholarship program, the beneficiaries are entitled to:
- 𝗙𝘂𝗹𝗹 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽: No-cost training and National Assessment.
- 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗦𝘂𝗽𝗽𝗼𝗿𝘁: A daily allowance of ₱160.
- 𝗖𝗼𝗺𝗽𝗲𝘁𝗲𝗻𝗰𝘆 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻: A pathway to obtaining a National Certificate (NC) II.

The program is a result of a multi-sectoral partnership between 𝗣𝗘𝗦𝗢 𝗗𝗶𝗳𝗳𝘂𝗻, 𝗧𝗘𝗦𝗗𝗔, and the 𝗤𝘂𝗶𝗿𝗶𝗻𝗼 𝗧𝗲𝗰𝗵 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗖𝗲𝗻𝘁𝗲𝗿 𝗜𝗻𝗰. By bringing these technical resources directly to the community, the Office of the Mayor and partner agencies aim to bridge the gap between local labor and the growing demands of the industrial sector.

The initiative, which reflects the unwavering support of 𝗛𝗼𝗻. 𝗠𝗮𝘆 𝗚𝗮𝗿𝗻𝗮𝗰𝗲-𝗖𝗮𝗹𝗮𝘂𝗻𝗮𝗻 in uplifting the local youth, brought together student-workers at 𝗕𝗮𝗹𝗮𝗶 𝗧𝗶 𝗨𝗺𝗶𝗹𝗶 for a full day of professional development and civic readiness.

The program opened with a motivational address from 𝗠𝗿. 𝗙𝗿𝗲𝗱𝗲𝗿𝗶𝗰𝗸 𝗖. 𝗕𝘂𝘀𝗮𝗻𝗶𝗮, PESO Manager of Diffun, who emphasized the importance of work ethics and the career opportunities provided by the municipal government.

To ensure the beneficiaries were well-versed in their roles, 𝗠𝗮’𝗮𝗺 𝗝𝗲𝘀𝘀𝗮 𝗠𝗮𝗲 𝗦. 𝗔𝗻𝗱𝗿𝗲𝘀 of the 𝗗𝗢𝗟𝗘 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗙𝗶𝗲𝗹𝗱 𝗢𝗳𝗳𝗶𝗰𝗲 (QFO) provided a detailed orientation on the SPES program’s guidelines and benefits. Following this, the students’ sense of responsibility was further strengthened through a Solid Waste Management seminar led by 𝗠𝗿. 𝗝𝗲𝘀𝘀𝗶𝗲 𝗗𝗲𝗹𝗶𝗼 𝗦. 𝗩𝗮𝗾𝘂𝗶𝗹𝗮𝗿, MENRO Head.

Recognizing the importance of safety in the workplace and community, the afternoon was dedicated to Basic Life Support (BLS) training facilitated by the 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗶𝘀𝗸 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲 (MDRRMO).

Led by 𝗠𝗿. 𝗡𝗶𝘅𝗼𝗻 𝗛. 𝗠𝗮𝗹𝗹𝗶𝗹𝗶𝗻 𝗝𝗿. (LDRRMO 1), the intensive training bolstered the students' emergency response capabilities. The session was expertly supported by the MDRRMO team:

The successful conduct of this orientation underscores the commitment of the LGU-Diffun to foster a generation of student-workers who are not only professionally capable but also environmentally conscious and disaster-resilient.

Diffun, Quirino - The 𝗣𝘂𝗯𝗹𝗶𝗰 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗢𝗳𝗳𝗶𝗰𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗿𝘀 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗤𝘂𝗶𝗿𝗶𝗻𝗼 (PESOMAQ), in coordination with the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗟𝗮𝗯𝗼𝗿 𝗮𝗻𝗱 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁-𝗤𝘂𝗶𝗿𝗶𝗻𝗼 𝗙𝗶𝗲𝗹𝗱 𝗢𝗳𝗳𝗶𝗰𝗲 (QFO), successfully conducted its 𝟰𝘁𝗵 𝗠𝗼𝗻𝘁𝗵𝗹𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 today, 𝗠𝗮𝘆 𝟳, 𝟮𝟬𝟮𝟲, at the Function Hall of LGU Diffun.

The meeting gathered PESO Managers and staff from various municipalities across the province to discuss key updates and initiatives concerning employment services and labor programs.

Highlighted during the meeting were the presentation of the April 2026 Accomplishment Report, PESOMACV Results, updates on upcoming MYPA/PESOlympics activities, National Congress preparations, and updates on DOLE Programs aimed at strengthening employment facilitation and public service delivery in Quirino Province.

Members of the Secretariat included 𝗠𝗿. 𝗙𝗿𝗲𝗱𝗲𝗿𝗶𝗰𝗸 𝗖. 𝗕𝘂𝘀𝗮𝗻𝗶𝗮, PESO Diffun; 𝗠𝗮'𝗮𝗺 𝗗𝗮𝗻𝗶𝗽𝗵𝗶𝗻𝗲 𝗔. 𝗕𝗮𝗱𝘂𝗮, PESO PG (President, PESOMAQ); and 𝗠𝗮'𝗮𝗺 𝗛𝗲𝗿𝗺𝗶𝗻𝗶𝗴𝗶𝗹𝗱𝗮 𝗧. 𝗚𝗮𝗺𝗲𝘁, PESO Cabarroguis (Secretary, PESOMAQ), together with the DOLE QFO staff.

The activity was hosted by LGU Diffun, with heartfelt appreciation extended to 𝗛𝗼𝗻. 𝗠𝗮𝘆𝗼𝗿 𝗠𝗮𝘆 𝗚𝗮𝗿𝗻𝗮𝗰𝗲-𝗖𝗮𝗹𝗮𝘂𝗻𝗮𝗻 for the warm accommodation and continued support to PESO and employment-related initiatives in the province.

The activity concluded with closing remarks from 𝗠𝗿. 𝗙𝗿𝗼𝗰𝘁𝗼𝘀𝗼 𝗖. 𝗔𝗴𝘂𝘀𝘁𝗶𝗻, OIC-Provincial Head of DOLE QFO, emphasizing the importance of collaboration among PESOs in delivering responsive and effective employment programs to the community.
