MIADP urges contractors to keep
infra subprojects on track

"Fast track subproject implementation and address delays."

Thus, says MlADP Project Director Macario D. Gonzaga during the recent meeting with LGUs and contrators of on-going subprojects held at DA-XI office in Davao City.

Director Gonzaga stresses that MIADP is now on its mid-term of implementation and stream of benefits from various subprojects must be felt by its Indigenous Peoples beneficiaries.

"My directive is simple. Fast track the implementation of our ongoing infra subprojects. In return, we will also immediately process your billing," he says adding:

"We are partners in developing Mindanao IP communities. The government as well as the World Bank has placed their trust in us to deliver needed infrastructure, so let's reciprocate it with better performanance."

MIADP-PSO Infra Head Engr. Juluis Oliveros and Finance Head Mariean Nasibog initiated recently a brief workshop where contractors formulated a sensible billing plan that would assist MIADP in attaining its disbursement targets.

"This is to generate a more grounded billing projections based on actual field conditions," Engr. Oliveros says.

Atty. John Dy Flauta, the MIADP's legal officer for his part presented the Bantay MIADP which he said contractors play a crucial role in ensuring grearer transparency and accountability in subproject implementation.

MIADP strengthens sustainable forestland management in ADs

The Department of Agriculture – Mindanao Inclusive Agriculture Development Project (DA-MIADP), through its Social and Environmental Unit, successfully convened a Virtual Coordination Meeting recently, with environmental offices to enhance the sustainability of forestland management.

The technical session featured a presentation of regional maps that identify MIADP-covered ancestral domains and forestland areas where subproject interventions will be implemented. This provided participants with a spatial overview of the subproject's areas of operation and laid the foundation for discussions on the regulatory implications of implementing enterprise subprojects within these areas.

The clarification of existing policies, guidelines, and regulatory requirements applicable to different subproject types under the Agriculture and Fishery Production and Enterprise Development Component, as well as addressing region-specific implementation concerns, has been discussed.

An inventory of enterprise subprojects is further presented within forestland and timberland classifications, further facilitating meaningful dialogue, allowing participants to exchange technical insights, clarifying legal requirements, and discussing practical approaches to addressing implementation challenges.

Through strengthened inter-agency collaboration and continuous engagement with partner institutions, DA-MIADP reaffirms its commitment to delivering inclusive, environmentally sustainable, and culturally appropriate agricultural development across Mindanao.

The coordination among national and local government agencies and partner institutions aided the Project in reinforcing a unified approach to ensuring regulatory compliance, promoting sustainable management of natural resources, and safeguarding the rights and welfare of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Attendees during the meeting include representatives from the Department of Environment and Natural Resources (DENR), Community Environment and Natural Resources Offices (CENROs), Provincial Environment and Natural Resources Offices (PENROs), Municipal Environment and Natural Resources Offices (MENROs), and Local Project Management and Implementing Units (LPMIUs).

MIADP collaborates with NEMSU to help AD in Surigao del Sur

A tripartite partnership was forged to ensure the preparation of quality subprojects that will serve the Indigenous communities in the Ancestral Domain in San Miguel, Surigao del Sur.

The Department of Agriculture - Mindanao Inclusive Agriculture Development Project (DA-MIADP) and the Local Government Unit (LGU) of San Miguel, Surigao del Sur, have partnered with North Eastern Mindanao State University (NEMSU) to strengthen technical preparations of the proposed projects for San Miguel town.

As a result of the Social Marketing interface conducted on June 3–5, 2026, NEMSU pledged to assist in the preparation of the technical documentation, such as the Feasibility Study, Detailed Engineering Design, Program of Works, and other related project requirements.

MIADP-PSO infrastructure Component Head Engr. Julius J. Oliveros, representing MIADP-PSO Project Director Macario D. Gonzaga, expressed enthusiasm and encouragement towards the partnership.

“This collaboration is the start of a collaboration for the betterment of our communities in San Miguel. We intend to mobilize and maximize forces available and make sure to deliver swiftly and with efficiency,” Oliveros says.

In his brief message, NEMSU President Dr. Nemesio G. Loayon says, "We view the LGU and the Department of Agriculture as vital stakeholders and partners of the university. NEMSU is fully committed to this collaboration—not only to build the capacity of our students and faculty through actual project management and training but also to lend our engineering and technical expertise to fast-track these crucial development projects for the betterment of our local communities."

Mayor Michael T. Corilla of San Miguel LGU expresses gratitude and gives support towards the cause, along with Municipal Engr. Nazarre Jimenez. Eager to express cooperation, their municipality has pledged to provide ample services available to MIADP.

The inception meeting has resulted in the following ways moving forward:

1. Fast-track proposal writing, Detailed Engineering Designs (DED), and environmental/social safeguards permits and requirements;
2. Organize a strategic, symbiotic training workshop where PSO/RPCO specialists act as resource speakers, which will simultaneously train faculty/students in feasibility study and technical documents while actively generating the required subproject project proposals; and
3. Draft a Memorandum of Understanding (MOU) by the DA/PSO/RPCO team/s to be sent to the university’s legal unit for review.

A notarized Memorandum of Agreement (MOA) has been recently formalized, attended by the LGU of San Miguel, Surigao del Sur, headed by Mayor Michael T. Corilla, with Municipal Engr. Nazarre Jimenez, NEMSU President Dr. Nemesio G. Loayon, university director and professors, the MIADP-Project Support Office (PSO) headed by Engr. Julius J. Oliveros, and the Regional Project Coordination Office (RPCO) with Engr. Ronald Galano.

DA-MIADP convenes PSO-RPCO to strengthen project implementation across Mindanao

As the Project approaches its midterm period, DA-MIADP convenes in a Mindanao-wide coordination meeting bringing together project support office, regional managers and key personnel from all Regional Project Coordination Offices to assess implementation progress and chart strategic directions.

The three-day coordination meeting served as a platform for the PSO and RPCOs to review the overall status of project implementation, share accomplishments, discuss operational concerns, and strengthen collaboration in delivering the project's development objectives.

“We are now at the critical part of DA-MIADP timeline. This calls on all of us to act with greater urgency, strengthen our coordination, and take decisive actions to accelerate project implementation, improve our physical and financial performance, and achieve our targets,” said Project Director Macario “Bong” Gonzaga.

During the meeting, each RPCO presented comprehensive updates on the implementation of project components within their respective regions. The presentations highlighted key accomplishments, ongoing activities, financial and physical accomplishments, procurement and contract implementation, as well as emerging issues and challenges that require immediate attention.

Deputy Project Director in his presentation acknowledged the efforts of RPCO 12 which gets the biggest share of Infra portfolio amounting close to P530-million and Caraga region leading the enterprise subprojects amounting P43-million.

Further, he also emphasized that the importance of subproject generations by engaging ADs with no approved proposals yet, or moving along with the “movers of the project” and looking into the absorptive capacity of the LPMIUs. He encouraged all project implementors to also focus on close subproject monitoring, fast-tracking on compliance and approval of subprojects in the pipeline. (by Sherwin B. Manual)
