NCDA Supports DOTr’s Swift Action on Abuse Incident Involving Person with Disability

June 13, 2025 — The National Council on Disability Affairs (NCDA) expresses its strong support for the Department of Transportation (DOTr) following its immediate investigation into a viral video showing the physical abuse of a person with disability inside a Precious Grace Transport bus operating along the EDSA Busway Carousel on June 9.

DOTr Secretary Vivencio "Vince" Bringas Dizon promptly ordered an investigation upon seeing the video on June 12, leading to the suspension and investigation of the involved bus driver and conductor. The agency continues to gather statements through the Land Transportation Office (LTO), and urges the public to report similar incidents to DOTr-SAICT personnel.

NCDA stands with DOTr in condemning all acts of maltreatment against persons with disabilities and reaffirms its commitment to promoting and protecting their rights, safety, and dignity in all settings.
