CSC Rule on Filing Leave
(Vacation Leave vs Sick Leave)
Under CSC Omnibus Rules on Leave:
VACATION LEAVE
Vacation Leave should generally be filed:
At least five (5) working days in advance whenever possible
This allows the office to:
adjust workloads,
ensure continuity of operations,
and approve/disapprove properly.
SICK LEAVE / WELLNESS-RELATED LEAVE
If the absence is due to:
illness,
emergency,
wellness concerns,
mental or physical condition,
the leave may be filed:
immediately upon return to work
or
within a reasonable period after the absence.
This is because sickness is usually unexpected.

Vacation Leave
Application for vacation leave shall, whenever possible, be filed five (5) days in advance.
Sick Leave
Notice of absence due to illness should be sent immediately to the office. Application shall be filed immediately upon employee’s return to work.

For absences beyond 5 days: Medical certificate is REQUIRED.
VERY IMPORTANT FOR WELLNESS LEAVE
If the wellness leave is due to:
stress,
anxiety,
burnout,
emotional exhaustion,
it is commonly treated as: Sick Leave
Therefore:
it may be filed after the absence,
especially if unexpected.
