Flooding in Cebu is real. And it affects all of us—homeowners, businesses, and communities.

That’s why conversations like this matter. At the same time, developments like Monterrazas have implemented mitigation measures designed to help manage surface runoff.

Now, let’s address the elephant in the room. Many are asking: “What about the mountains? The trees? The hillside developments?”

These are valid concerns. Because any development—especially in elevated or sloped areas—must be done responsibly, with proper drainage planning, environmental safeguards, and long-term impact management.

But based on the city’s technical findings, the issue we are facing today is larger than any single project or location.

It involves:
• Cumulative development over time
• Existing infrastructure limitations
• Natural water flow patterns
• And how well (or poorly) these systems are managed together

In situations like this, narratives can quickly form—
sometimes from incomplete information, sometimes amplified for attention or kuwang sa tagad or pang clickbait to get views or engagement.

And while everyone is entitled to their opinion (of course), we also have a responsibility to look at the full context. That’s where we come in.

Because when we focus on blame alone, we risk missing the bigger issue.

Flooding is not a one-project problem. It is a system issue built over time. And solving it requires shared responsibility:

✅The private sector must continue to comply, improve, and invest in solutions.
✅The government must address infrastructure gaps, enforce regulations, and plan sustainably.

This is not about defending one side. This is about understanding the full picture. Because real solutions don’t come from noise. They come from facts, accountability, and collaboration.
