Catbalogan City, Samar โ The Department of Trade and Industry (DTI) Samar Provincial Office, in partnership with the Local Youth Development Office (LYDO) of Gandara and PLAN International Pilipinas through the Futuremakers Project funded by the Standard Chartered Foundation, successfully conducted a three-day Community-Based Enterprise Development (C-BED) Training for youth who are neither in education, employment, nor training (NEETs) in Gandara, Samar.
The initiative aims to strengthen inclusive entrepreneurship and livelihood opportunities for marginalized youth, particularly young women and persons with disabilities, through capacity-building interventions on entrepreneurship, employability, and enterprise development.
On the first day of training, participants were introduced to foundational entrepreneurial concepts focusing on mindset formation and values development. Ms. Charlotte Dela Cruz Ogacho of Negosyo Center Matuguinao facilitated the session โMy Values, Beliefs, and Characteristics as a Business Owner,โ underscoring the importance of discipline, resilience, innovation, and strong character in building sustainable enterprises.
Meanwhile, Mr. Allan Ibaรฑez Peรฑaroyo of Negosyo Center Tarangnan discussed โBusiness and Business Opportunities in My Communities,โ highlighting the importance of identifying local resources and transforming them into viable business opportunities that contribute to community and economic development.
On the second day, participants engaged in the session โMy Business Idea,โ facilitated by Ms. Genie Babe M. Oreo of Negosyo Center San Jorge. The session guided participants in transforming ideas into feasible business concepts aligned with local needs and market opportunities.
The final day of the training focused on the presentation and evaluation of participantsโ business proposals. Each participant presented their business ideas before facilitators and fellow trainees, demonstrating the knowledge and skills gained throughout the three-day activity.
DTI Samar emphasized that the successful conduct of the training marks another milestone in the ongoing implementation of the Futuremakers Project in the province. Through the collaboration of DTI Samar, the Local Government Unit of Gandara through its Local Youth Development Office, and PLAN International Pilipinas, the initiative continues to create inclusive pathways toward entrepreneurship and economic empowerment for vulnerable youth sectors.

The DTI Samar Provincial Office informs all applicants that effective June 1, 2026, the submission of applications for Sales Promotion Permit (SPP) and Service and Repair Enterprise (SRE) Accreditation shall be processed through the Integrated Registration and Information System (IRegIS).
IRegIS, or the Integrated Registration and Information System of DTI, was created to align with the government's Ease of Doing Business and Streamlining Programs, as well as health-related precautionary measures. The system aims to provide a more convenient, efficient, and accessible platform for clients transacting with DTI.
Applicants are encouraged to submit their applications online through the IRegIS website:
