The Barangay Capacity Program 2026 successfully continued through its second and third days, reaffirming the commitment of the Local Government Unit (LGU) of Bangued to strengthen the capabilities of barangay officials through continuous learning, digital transformation, and good governance.
Barangay functionaries, treasurers, secretaries, and Sangguniang Kabataan officials actively participated in a series of capacity-building sessions designed to improve their knowledge and skills in governance, administrative management, and technology.
A key highlight of the program was the technology and digital upskilling sessions conducted by Department of Information and Communications Technology (DICT) Provincial Development Officer I Jerome Paite. Participants gained valuable knowledge on digital tools and systems that will enhance the efficiency of barangay operations, records management, and public service delivery as local governments continue to embrace digital transformation.
The program also featured comprehensive updates from various municipal offices to ensure that barangays remain informed and compliant with government policies, reporting requirements, and development initiatives.
The Municipal Disaster Risk Reduction and Management Council (MDRRMC) provided guidance on updating the Barangay Disaster Risk Reduction and Management (BDRRM) Plans to strengthen disaster preparedness and resilience. The Municipal Agriculture Office discussed the updating of livestock records and agricultural data to support effective planning and service delivery.
Meanwhile, the Municipal Accountant oriented participants on the preparation of financial statements and the Fiscal Year 2027 budget, ensuring sound financial management and accountability.
The Liga ng mga Barangay (LnB) Secretary provided updates on barangay visitations and the timely submission of required reports, while the Local Youth Development Office (LYDO) reminded Sangguniang Kabataan officials of their reporting responsibilities. The Department of the Interior and Local Government (DILG) also conducted updates on the Barangay Information Management System (BIMS), reinforcing the importance of accurate data management and efficient governance.
The Barangay Capacity Program 2026 demonstrates the LGU Bangued's dedication to building competent, responsive, and technology-enabled barangay leaders who are equipped to meet the evolving needs of their communities.
The Local Government Unit of Bangued likewise extends its heartfelt gratitude to the Department of Information and Communications Technology (DICT), the Technical Education and Skills Development Authority (TESDA), and all participating national and municipal government agencies whose invaluable support and expertise contributed to the success of the program. โA Draft Ordinance Institutionalizing a Drug-Free Workplace in the Local Government Unit of Bangued and Appropriating Funds for the Implementation Thereof.โ
The public hearing served as an avenue for open dialogue and meaningful participation, ensuring that the proposed measure reflects the needs and interests of the community while promoting a safe, healthy, and drug-free working environment within the Local Government Unit of Bangued.

The Technical Education and Skills Development Authority (TESDA) - Abra Provincial Office in partnership with the Local Government Unit of Bangued, under the leadership of Mayor Perfecto B. Cardenas, is currently conducting a Baking and Pastry Making Training for solo parents. This initiative aims to equip participants with practical baking skills that can serve as a source of income, promote self-reliance, and create sustainable livelihood opportunities.
