Unlike traditional popularity surveys, the assessment focuses on measurable governance indicators that directly reflect lawmakers' responsibilities to their districts. The performance component of the study is anchored in three key metrics: 𝐝𝐢𝐬𝐭𝐫𝐢𝐜𝐭 𝐫𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧, which measures how effectively a representative advances the interests of constituents; 𝐥𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞, which evaluates effectiveness in lawmaking and policy initiatives; and 𝐜𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐞𝐧𝐭 𝐬𝐞𝐫𝐯𝐢𝐜𝐞, which assesses accessibility, responsiveness, and the delivery of assistance and public services.

Using 𝐑𝐏𝐌𝐃’𝐬 𝐈𝐧𝐝𝐞𝐱 𝐨𝐟 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 (𝐈𝐎𝐆)—a composite measure derived from 𝐭𝐫𝐮𝐬𝐭 𝐚𝐧𝐝 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐫𝐚𝐭𝐢𝐧𝐠𝐬 —the study offers a broader understanding of how voters assess the effectiveness of their congressional leaders. Beyond political affiliation and name recall, the findings reveal how constituents evaluate whether their representatives remain visible, accessible, responsive, and capable of translating public concerns into meaningful legislative and district-level action.

The results indicate that Central Luzon voters continue to place a premium on accessibility, visibility, and tangible outcomes. Representatives who maintain close engagement with their communities, actively respond to local concerns, and demonstrate effective legislative leadership consistently earn stronger governance scores. The findings suggest that constituents increasingly expect elected officials not only to craft national policies but also to remain present and responsive to the day-to-day needs of the districts they represent.

Leading the regional rankings is 𝐂𝐨𝐧𝐠. 𝐀𝐫𝐭𝐡𝐮𝐫 𝐑𝐨𝐛𝐞𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐋𝐨𝐧𝐞 𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 𝐨𝐟 𝐒𝐚𝐧 𝐉𝐨𝐬𝐞 𝐝𝐞𝐥 𝐌𝐨𝐧𝐭𝐞 𝐂𝐢𝐭𝐲, 𝐁𝐮𝐥𝐚𝐜𝐚𝐧, who posted an impressive 87.6% Index of Governance score, supported by an 87.4% trust rating and 87.9% performance rating. Closely following are 𝐂𝐨𝐧𝐠. 𝐉𝐚𝐲 𝐊𝐡𝐨𝐧𝐠𝐡𝐮𝐧 𝐨𝐟 𝐙𝐚𝐦𝐛𝐚𝐥𝐞𝐬’ 𝟏𝐬𝐭 𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 with 87.2% and 𝐂𝐨𝐧𝐠. 𝐌𝐢𝐤𝐚 𝐒𝐮𝐚𝐧𝐬𝐢𝐧𝐠 𝐨𝐟 𝐍𝐮𝐞𝐯𝐚 𝐄𝐜𝐢𝐣𝐚’𝐬 𝟏𝐬𝐭 𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 with 86.6%, both earning exceptionally high evaluations from their constituents.

Completing the region’s highest-performing congressional leaders are 𝐂𝐨𝐧𝐠. 𝐆𝐥𝐨𝐫𝐢𝐚 𝐌𝐚𝐜𝐚𝐩𝐚𝐠𝐚𝐥-𝐀𝐫𝐫𝐨𝐲𝐨 of Pampanga’s 2nd District (86.0%), 𝐂𝐨𝐧𝐠. 𝐑𝐢𝐜𝐨 𝐀𝐧𝐠𝐚𝐫𝐚 of Aurora (84.9%), 𝐂𝐨𝐧𝐠. 𝐋𝐢𝐧𝐚𝐛𝐞𝐥𝐥𝐞 𝐕𝐢𝐥𝐥𝐚𝐫𝐢𝐜𝐚 of Bulacan’s 4th District (84.2%), 𝐂𝐨𝐧𝐠. 𝐀𝐛𝐞𝐭 𝐆𝐚𝐫𝐜𝐢𝐚 of Bataan’s 2nd District (83.7%), 𝐂𝐨𝐧𝐠. 𝐌𝐢𝐜𝐚 𝐆𝐨𝐧𝐳𝐚𝐥𝐞𝐬 of Pampanga’s 3rd District (83.2%), and 𝐂𝐨𝐧𝐠. According to 𝐃𝐫. 𝐏𝐚𝐮𝐥 𝐌𝐚𝐫𝐭𝐢𝐧𝐞𝐳, Executive Director of RPMD Foundation Inc., a global affairs and political analyst, states that the results demonstrate that voters continue to reward congressional leaders who combine effective legislative work with strong grassroots engagement.

“Trust is earned when constituents consistently see results, responsiveness, and genuine representation. The findings indicate that Central Luzon voters are increasingly evaluating their representatives based on governance outcomes and public service performance rather than political rhetoric alone,” Dr. Martinez said.

The survey was conducted from April 1 to April 8, 2026, effectively covering public sentiment during the first quarter of the year. A total of 5,000 randomly selected respondents from across all socioeconomic classes participated in the study. Respondents were registered voters and actual constituents of their respective congressional districts. The sample was weighted according to the actual voter population of each district, ensuring proportional representation and a more accurate reflection of public sentiment throughout Central Luzon. The survey carries a ±1% margin of error at a 95% confidence level.

Under RPMD governance standards, an Index of Governance score of 55% serves as the passing benchmark, while ratings exceeding 70% indicate strong governance performance and public confidence. The results show that the overwhelming majority of Central Luzon representatives surpassed these standards, reflecting generally favorable constituent assessments of congressional leadership throughout the region.

The “Boses ng Bayan” Governance Assessment is an independent, non-commissioned public service initiative of RPMD Foundation, Inc., conducted regularly to monitor governance performance and public sentiment among elected officials nationwide. The Central Luzon findings underscore a continuing shift among voters toward results-oriented governance, where effective representation, legislative productivity, and responsive constituent service remain the strongest drivers of public trust and approval.
