SESSION LEGISLATIVE | Parliamentary Update
February 9, 2026 | Multi-Purpose Hall
The Legislative Assembly convened its First Special Session of the Month on February 9, 2026 at the Multi-Purpose Hall, with 22 out of 27 legislators present, constituting a quorum to transact official business.
During the session, the Assembly passed and adopted one (1) Resolution and one (1) Bill, namely:
Legislative Resolution No. 2025–2026–008
A Resolution Officially Confirming the Presidential Appointees to the Commission on Elections (COMELEC) for Academic Year 2025–2026, pursuant to the 1997 PNUNL Student Government Constitution and Student Act No. 2025–2026–03.
Legislative Bill No. 2025–2026–002
An Act Establishing the New Omnibus Election Code of the Philippine Normal University North Luzon Student Government, revising the 2021 Election Code of the Executive and Legislative Bodies.
In addition, the Assembly formally signed:
Legislative Bill No. 2025–2026–003
An Act Providing for the Qualifications, Appointment, and Confirmation of the Student Commission on Elections (COMELEC), previously passed and adopted on January 21, 2026.
These legislative actions reaffirm the Assembly’s commitment to democratic processes, electoral integrity, and accountable student governance within the Philippine Normal University North Luzon Student Government.

ROLL CALL OF STUDENT LEGISLATORS
On February 9, 2026, the Student Legislators duly assembled at Multi Purpose Hall for their first special session of the month. Quorum aderat, and attendance was formally recorded, thereby enabling the body to proceed rite et legitime with its deliberations. The session was conducted secundum ordinem, in observance of established parliamentary rules and in faithful discharge of the legislators’ duties pro bono studentium.

𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐀𝐩𝐩𝐨𝐢𝐧𝐭𝐦𝐞𝐧𝐭 𝐎𝐩𝐞𝐧𝐬 𝐒𝐜𝐫𝐞𝐞𝐧𝐢𝐧𝐠 𝐨𝐟 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐀𝐩𝐩𝐨𝐢𝐧𝐭𝐞𝐞𝐬 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐉𝐮𝐝𝐢𝐜𝐢𝐚𝐫𝐲
MULTIPURPOSE HALL — February 5, 2026. The 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐀𝐩𝐩𝐨𝐢𝐧𝐭𝐦𝐞𝐧𝐭𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐍𝐔𝐍𝐋 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 formally convened at exactly 5:37 PM, marking the official commencement of the 𝐒𝐜𝐫𝐞𝐞𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐂𝐨𝐧𝐟𝐢𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐇𝐞𝐚𝐫𝐢𝐧𝐠𝐬 𝐨𝐟 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭𝐢𝐚𝐥 𝐀𝐩𝐩𝐨𝐢𝐧𝐭𝐞𝐞𝐬 𝐭𝐨 𝐭𝐡𝐞 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐉𝐮𝐝𝐢𝐜𝐢𝐚𝐥 𝐁𝐨𝐝𝐲.
The session was called to order and presided over by 𝐇𝐨𝐧. 𝐉𝐚𝐲𝐫𝐚𝐥𝐝 𝐁. 𝐀𝐮𝐬𝐭𝐫𝐢𝐚, 𝐄𝐱 𝐎𝐟𝐟𝐢𝐜𝐢𝐨 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧, pursuant to the constitutional mandate to ensure due process, transparency, and accountability in student governance.
Appearance of Presidential Appointees
Upon recognition by the Chair, the following presidential appointees appeared before the Commission and submitted themselves to constitutional scrutiny:
Precious Danella Labog– Appointed Senior Judge, Judicial Body
Akyzha Ashley Pigao – Appointed Judge, Judicial Body
Anthony John Guzman– Appointed Senior Public Prosecution Officer, Judicial Body
Meark Adrian Cattiling– Appointed Public Prosecution Officer, Judicial Body
Clark Bryan Gacad– Appointed Public Prosecution Officer, Judicial Body
Precious Viray– Appointed Public Prosecution Officer, Judicial Body
In contrast, the following appointees did not appear before the Committee and are scheduled to undergo the Screening and Confirmation process on February 9, 2026:
Butch Tolentino– Appointed Chief Judge, Judicial Body
Majesty Antolin– Appointed Court Secretary, Judicial Body
Dwayne Johnson Galamgam– Appointed Public Prosecution Officer, Judicial Body
After formal recognition, the appearing nominees were placed under oath prior to the screening proper. The Commission then conducted an extensive three-hour examination, focusing on constitutional principles, judicial independence, accountability, and fitness for office.
Following the examination, the nominees were granted the opportunity to deliver their final statements, after which the Commission proceeded to in camera deliberation, consistent with parliamentary practice.
Upon deliberation, the Commission on Appointments approved and confirmed all six appearing presidential appointees, thereby officially vesting them as Judiciary Officers of the PNUNL Student Government. Thereafter, with no other matters pending, Chairperson Jayrald B. Austria adjourned the session at exactly 10:19 PM, concluding the proceedings.
The Commission reaffirmed its commitment to act pro bono publico and secundum legem, upholding the integrity of the Student Judiciary as a co-equal pillar of student governance.
