On 6 February 2026, under the Empowered Women, Prosperous Nepal (EWPN) programme, implemented by the Social Protection Civil Society Network (SPCSN) in collaboration with CWISH and with the support of the European Union and UNICEF, a consultation meeting with Organizations of Persons with Disabilities (OPDs) was conducted to discuss indicators related to disability identification and the disability ID card distribution system.

The meeting served as an important platform for in-depth discussion on the simplified indicators of the Disability Measurement and Identification System (DMIS). Participants engaged in detailed technical dialogue and provided constructive feedback to further refine and contextualize the indicators.

The consultation brought together OPD representatives and key stakeholders to help ensure that the indicators are practical, inclusive, and aligned with policy provisions as well as lived experiences. The outcomes of the discussion will contribute to improving transparency, accuracy, and equity in disability identity card distribution and will support the integration of DMIS into the Social Information Management System (SIMS) for sustainable and accountable disability data management in Nepal.

The Multi-Stakeholder Dialogue on Addressing Issues and Policy Gaps in Social Security Cash Transfers was held on 26 December 2025 in Kathmandu. The event, organized by SPCSN with financial support from the Pratibaddha Project (Save the Children), marked an important milestone by creating a shared platform for bankers, local government representatives, and officials from NDRRMA and DONIDCR to raise practical challenges and coordination gaps in cash transfer delivery.
Mrs. Goma Devi Chemjong, Under Secretary at NDRRMA, highlighted key provisions of the Shock Responsive Social Protection and Relief Distribution Guidelines, including the use of existing social protection systems for rapid response, coordination across government levels, and flexible cash transfer mechanisms during shocks. Gobinda Prasad Adhikari and Juna Khadka from DONIDCR shared insights on the current data management system and its linkage with shock-responsive social protection. Representatives from banks discussed practical challenges in delivering Social Security Allowance (SSA) payments, including operational limitations and constraints in topping up cash through existing beneficiary accounts during disasters. Reflecting beneficiary perspectives, CSOs strongly raised concerns about accessibility barriers for vulnerable people and emphasized the need for simpler and more accessible cash distribution modalities.
The discussion underscored the importance of stronger collaboration among government agencies, banks, and civil society to enhance shock-responsive social protection in Nepal.
