The Supreme Court has dismissed a writ petition seeking to halt the licensing of a new stock exchange, clearing the way for private sector participation.
A constitutional bench led by Chief Justice Prakashman Singh Raut rejected the petition filed by Advocate Krishna Bahadur Thapa, who had claimed policy flaws in the licensing process by the Nepal Securities Board.

With this decision, the board can proceed with issuing a new stock exchange license. Three companies—Himalayan Stock Exchange, National Stock Exchange of Nepal, and Annapurna Stock Exchange—have applied, with only one set to receive approval. The new exchange requires NPR 3 billion in paid-up capital, with 70% ownership for founders and 30% for the public.
Currently, Nepal Stock Exchange (NEPSE) is government-owned, but the process for private sector investment has now advanced.
