𝐓𝐡𝐞 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐯𝐢𝐜𝐭𝐢𝐦𝐬 𝐚𝐧𝐝 𝐜𝐢𝐯𝐢𝐥 𝐬𝐨𝐜𝐢𝐞𝐭𝐲 𝐢𝐧 𝐭𝐫𝐚𝐧𝐬𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐣𝐮𝐬𝐭𝐢𝐜𝐞 𝐢𝐧 𝐒𝐲𝐫𝐢𝐚 𝐢𝐬 𝐟𝐮𝐧𝐝𝐚𝐦𝐞𝐧𝐭𝐚𝐥 𝐟𝐨𝐫 𝐚𝐧𝐲 𝐬𝐞𝐫𝐢𝐨𝐮𝐬 𝐩𝐚𝐭𝐡 𝐭𝐨𝐰𝐚𝐫𝐝𝐬 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐩𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐬𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲.

A new position paper, led by 18 Syrian organisations and supported by Impunity Watch, further underlines that 𝐯𝐢𝐜𝐭𝐢𝐦𝐬’ 𝐚𝐧𝐝 𝐂𝐒𝐎 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐨𝐧 𝐢𝐬 𝐚𝐧 𝐢𝐧𝐡𝐞𝐫𝐞𝐧𝐭 𝐫𝐢𝐠𝐡𝐭, not merely a technical or advisory contribution. It reminds the Commission of the importance and urgency of:

🔵 Adopting and publishing a comprehensive TJ strategy within a clear timeframe
🔵 Establishing regular, transparent mechanisms for evaluation and review of the Commission's work
🔵 Establishing communication, consultation, and coordination between the Commission and civil society and victims’ associations

Victims’ associations working together as the Truth and Justice Charter also published a statement expressing their concerns about the progress on the TJ process. They fear the environment in which the Commission is operating does not meaningfully support the independence or initiative required to pursue strategic, inclusive, and non-discriminatory transitional justice processes.
