Today, on the 2026 Support. Don’t Punish. Global Day of Action, we are releasing our latest mini report on Basic Harm Reduction in Europe.
Inside the report:
- Data on availability and accessibility of services including Opioid Agonist Treatment (OAT), needle and syringe exchange programmes, safer smoking kits and others
- Five-year trends in European harm reduction
- Evidence suggesting that services must evolve alongside emerging drug trends to provide better-suited care
The report’s findings and recommendations echo the Support. Don’t Punish message: a focus on public health, human rights and community-rooted harm reduction is a vital alternative to the "war on drugs".

Based on questionnaire responses from NGOs in 30 countries, the study discusses how anti-NGO policies and funding cuts have affected the sector and what organisations should do to tackle these challenges.
