Sim Fubara: A Catalyst for Sustainable Development in Rivers State
With just 15 days to the inauguration of a new administration, it is evident that Sim Fubara’s emergence as Governor-elect serves as the cornerstone of a prosperous and egalitarian Rivers State.
His frequent talks about good governance and Section 1 of his blueprint inspired the I4I-F Team, a good governance advocacy NGO, to share what Sir Sim Fubara, DSSR, stands for. Our understanding of his vision and what Rivers people should expect from his government. Before we do that, it is pertinent to recast his vision in his own words.

Good governance encompasses the principles, processes, and institutions that enable effective decision-making, accountability, transparency, and citizen participation in driving the development of society. In the pursuit of sustainable development, good governance plays a vital role by ensuring the efficient and equitable distribution of resources, fostering economic growth, and safeguarding human rights. In this piece, I4I-F examines the key elements of good governance and highlights its significance in promoting social progress and stability.
Transparency and Accountability
Transparency is a fundamental pillar of good governance; emphasizing open access to information and decision-making processes. It ensures that citizens are well-informed about governmental activities, policies, and expenditures. Through transparent systems, public officials and institutions are held accountable for their actions, thereby reducing corruption, nepotism, fiscal irresponsibility, executive rascality and abuse of power. Transparent governance builds trust between the government and the people, facilitating citizen engagement and participation in public affairs.
Participation and Inclusivity
An inclusive governance framework empowers citizens to participate actively in decision-making processes that affect their lives. It recognizes the diverse needs, perspectives, and experiences of different societal groups, including marginalized communities and vulnerable populations. This genre of governance creates space for civic participation, public consultations, and engagement with civil society organizations, fostering a sense of ownership, social cohesion, and shared responsibility. By involving citizens, policies and initiatives can be better tailored to address their concerns, leading to more effective and equitable outcomes. Instructively, random opinions are gathered in this kind of governance via town hall meetings and other avenues for stakeholders engagement.
Rule of Law and Human Rights
Respect for the rule of law is a springboard for good governance. Upholding human rights, including civil, political, economic, and social rights, is an integral part of good governance. It protects individuals from discrimination, arbitrary arrests, torture, and other human rights violations. A governance system that upholds the rule of law and respects human rights provides a solid foundation for justice, peace, and sustainable development.
Efficiency and Effectiveness
Good governance promotes efficiency and effectiveness in the delivery of public services. It entails streamlined administrative processes, effective utilization of resources, and performance-based evaluation mechanisms. By enhancing public sector efficiency, governance facilitates the effective implementation of policies and programmes, leading to improved service delivery, increased public trust, and better socioeconomic outcomes. Efficient governance systems also attracts investment, fosters innovation, and stimulates economic growth.
Ethics and Integrity
Ethics and integrity are indispensable components of good governance. Public officials and institutions are expected to adhere to high ethical standards, placing the interests of the public above personal gain. Integrity in governance ensures that decision-making processes are free from corruption, favouritism, and conflicts of interest. In conclusion, the above is what Sim Fubara, DSSR, stands for as indicated in his blueprint. It is pertinent to lay emphasis on the fact that good governance is crucial for achieving sustainable development and building resilient societies. Its principles of transparency, accountability, participation, inclusivity, rule of law, and integrity form the bedrock of effective governance systems. By implementing good governance practices, Rivers State can promote social progress, reduce poverty and create employments, address inequality, and safeguard human rights. It is imperative for all arms of the state government, civil society organizations, and citizens to collaborate in fostering a culture of good governance, thereby creating a prosperous, just, and inclusive future for all.
