Before the invention of UTF-8 , ASCii character encoding was used to tell the browser how to interpret/display the content of a web page.
Unfortunately, ASCii only encodes English characters.
ASCii can translate only English characters. When you use language whose characters does not exist in the English characters, the text wouldn't display properly (language like Chinese , Arabic etc).

In 1992, utf-8 was then invented to do all ASCii couldn't. UTF-8 is capable of translating almost every language and characters(like emojis and the likes) in the world.

Now, to what each character means and does.

🖱️Charset : this attribute specifies to the browser, the character encoding to use to display the web content.

🖥️ utf-8: Unicode Transformation Format, 8 means the bit values used for encoding.

So, the tells the browser to use the utf-8 character encoding to translate machine language into human readable language when displaying web contents.
