Note: Samsung galaxy s4, s5, Note3, Note Tab(10.2)and a huge number of android devices with software versions( 4.4.2 )to (4.4.4) can't get their USB DEBUGGING enabled through the previously posted instructions.

It's simple!
Go to SETTINGS/ABOUT, then go straight to the BUILD NUMBER and tab on it TWELVE TIMES, you'll get a short message displayed on your phone saying: "you are now a developer", once u see that, navigate back, you'll see DEVELOPER OPTION on the settings window.
Tap DEVELOPER OPTION and enable USB DEBUGGING and be confident on ur password protected devices,
