The Planning Authority has published a Partial Review of the Strategic Plan for Environment and Development concerning land at Bulebel, Żejtun.

The proposed review seeks to remove the identified land from the Industrial Development Zone and redesignate it as Outside Development Zone, in recognition of the area’s agricultural, ecological and cultural value.

Members of the public and interested parties are invited to review the proposals and submit their feedback during the consultation period.

Submissions are to be made through the official online form on publicconsultation.gov.mt by 3rd July 2026.

🇬🇧 With reference to various reports and media articles concerning development in Armier, the Planning Authority would like to confirm that it has issued enforcement notice EC/071/26 against a known individual, as well as the Lands Authority in its capacity as the landowner.

The contravener was instructed to stop works and remove the illegal development. However, the Planning Authority notes that, instead of complying, the contravener ignored these instructions and proceeded with further unauthorised development.

In line with current legislation, the enforcement notice requires the reinstatement of the site within sixteen days.

The Planning Authority will consider further action in accordance with the provisions of the Development Planning Act (Chapter 552 of the Laws of Malta).

L-Awtorità tal-Ippjanar se tikkunsidra li tieħu aktar azzjoni skont id-dispożizzjonijiet tal-Att dwar l-Ippjanar tal-Iżvilupp (Kap. 552 tal-Liġijiet ta’ Malta).

The Planning Authority was alerted to the presence of an unauthorised structure on the foreshore of Bugibba. Enforcement officers instructed that the activity cease immediately and that the structure be removed without delay.

Should the structure not be removed, the Authority will proceed with the issuance of an enforcement notice in accordance with applicable legislation.

The Planning Authority remains committed to ensuring full compliance with planning law and established permission requirements.

The Planning Authority has resumed direct action at a site in Ta’ Qali, where illegal dumping of material has persisted on ODZ agricultural land opposite the Ta’ Qali National Park.

Following repeated communication and unsuccessful efforts to secure compliance, the PA’s Compliance and Enforcement Directorate has intervened to remove the illegally dumped material and return the land to agricultural use.

The site, which covers more than 13,000m², is subject to an enforcement notice and a breach of enforcement notice carrying daily penalties amounting to €100,000. The contravener is also required to cover the full costs of the PA’s direct action.

The operation is being carried out with the assistance of the Police and is expected to continue over the coming days.
