Committee for Protecting Rights of Prisoners

On 05.08.2024, the Human Rights Commission convened a meeting to discuss the possibilities and difficulties to grant universal franchise to the prison inmates in the upcoming elections. The meeting was participated by Attorney-at-Law Senaka Perera, Sudesh Nandimal, Manjula Gajanayake, Commissioner General of prison and an additional commissioner of the Election Commission.

On 15th August, the Committee for Protecting Rights of Prisoners (CPRP) organized an event at the Tulip Hall, Bandaranaike Memorial International Conference Hall (BMICH) in observance of International Prisoners' Justice Day. The event began with a presentation on the organization’s role and impact on prisoner welfare, followed by a two-minute silence to honor prisoners and their families while acknowledging their struggles and contributions.

Attendees were then introduced to the CPRP hotline, which provides support and resources related to prisoners' rights and welfare. This set the stage for two key panel discussions during the event.

The first panel, moderated by Rasika Gunawardana, offered personal perspectives on prison experiences. The discussion featured insights from Fr. Nandana Manathunga on victims of prison and police torture, Ruki Fernando on imprisonment and activism, Sudesh Nandimal’s personal experiences of prison life, and Nelum Jayasekara’s reflections on her son’s enforced disappearance.

The second panel, moderated by Danushka De Silva, focused on the importance of ensuring prisoners' right to vote in Sri Lanka. Panelists, including Lakshan Dias, Mr. Lacille De Silva, Mr. Sumanalal Weerasinghe, and Lakmali Fonseka, explored legal mechanisms, inclusive election policies, and human rights implications of voting rights for prisoners. Each panelist presented for 15 minutes, followed by a Q&A session that delved into various viewpoints and policy suggestions.

Senaka Perera concluded the event by summarizing the discussions and stressing the ongoing need for advocacy and systemic reform. The event successfully fostered important conversations on prisoner rights and rehabilitation, highlighting the necessity for systemic changes and greater community engagement.

Celebrating the Prisoners Justice Day, the CPRP launched a leaflet campaign to enhance the awareness amongst the general public about the prisoner's rights, crucial reforms and trends.

මෙහිදී රැඳවියන්ගේ ඡන්දය ප්‍රකාශ කිරීමේ අයිතිය තහවුරු කිරීමේ කමිටුවේ මුලපිරීම සඳහා මැතිවරණ කොමිෂන් සභාව සිය සහයෝගය පළ කළ අතර කෙසේ වෙතත්, මෙම ක්‍රියාවලිය විධිමත් කිරීම සඳහා සුදුසු නීති සම්පාදනය කිරීමේ අවශ්‍යතාවය ද අවධාරණය කළේය. මේ සම්බන්ධයෙන් මැතිවරණ කොමිෂන් සභාව විසින් පාර්ලිමේන්තු කාරක සභාවට ප්‍රධාන කරුණු කිහිපයක් ඉදිරිපත් කර ඇති අතර, ඒවාට ප්‍රතිචාර වශයෙන් නිර්දේශ කිහිපයක් ලැබී තිබේ. ඒ සඳහා අවශ්‍ය නීතිමය රාමුව සකස් කිරීමට මේ වන විට කටයුතු කරමින් පවතී.

මෙම වර්ධනයන් සිරකරුවන්ගේ ඡන්ද අයිතිය සම්බන්ධයෙන් කමිටුවේ ඉදිරි ප්‍රයත්නයන් සඳහා බෙහෙවින් උපකාර වනු ඇතැයි අපේක්ෂා කෙරේ.

On 23rd July 2024, a meeting took place between the Election Commission and the Committee for Protecting Rights of Prisoners. The primary agenda was to discuss the facilitation of voting rights for eligible prisoners. Present at the meeting were Commissioner General of Elections Saman Sri Ratnayake and Mr. H.R.P. Pieris, Additional Commissioner (National Elections).

During the meeting, the Election Commission expressed its support for the Committee's initiative to ensure voting rights for prisoners. However, they acknowledged the necessity of creating appropriate legislation to formalize this process. Several key points were raised by the Election Commission to the Parliamentary Committee on this matter, and they have received several recommendations in response. Currently, efforts are underway to draft the necessary legal framework.

These developments are expected to greatly assist the Committee in its future endeavors regarding voting rights for prisoners.
