Cuba, the G*E and the United States: Anatomy of a State Slander

The G*E is neither an opaque structure nor one operating parallel to the Cuban State; on the contrary, it has been a coordinated and demonstrably efficient response to the economic siege that has historically sought to suffocate the Cuban Revolution.

The Government of the United States has once again acted with deliberate intent in its effort to manufacture pretexts to discredit the Cuban Revolution, its historic leadership, its current leaders and, in doing so, to mislead both our people and international public opinion.

All of this follows a roadmap designed by ideologues of the Cuban-American far right, who pride themselves on being creative and unpredictable. Their strategy is centered on the use of tools aimed at intensifying, to an extreme and unprecedented degree, the policy of maximum pressure.

The most recent sanctions against Cuba, announced on May 1, are part of that plan. Executive Order 14404 identifies the Business Administration Group (G*E) as a target, this time in conjunction with so-called secondary sanctions directed at any foreign actor conducting operations of any kind with this Group, with particular emphasis on exerting pressure against financial institutions.

This represents the most intense, disproportionate and dangerous escalation in the recent history of relations between Cuba and the United States.

The deliberate objective is to isolate the country diplomatically, commercially, financially and energetically; to undermine the nation’s sustainability; to condition dialogue; and to assess options for military aggression. They seek to build and consolidate a narrative of reputational discredit against all the institutions that sustain our social project.

The G*E was created during the Special Period to confront the economic war, guided by a creative, independent, indigenous and genuinely Cuban vision. Its objective has always been to bring together enterprises capable of generating foreign currency and resources required by the State to preserve and expand social achievements while contributing to the development of key sectors and branches of national life.

The services rendered to the Homeland by the Business Administration Group are countless. The material and financial contributions of this organization can be seen in numerous examples: the construction of more than 10,000 homes in various provinces across the country; the establishment of a children’s camp and vacation programs for Cuban youth; and the support provided to the Cuban economy during the years of the COVID-19 pandemic.

The fruits of this business activity have also been directed toward investments in the Lidio Ramón Pérez (Felton) thermoelectric plant in Holguín, as well as the design and consolidation of major hydraulic works, including the East-West and North-South water transfer projects benefiting millions of Cubans. Investments and repairs carried out in polyclinics, family doctor offices and schools are also evidence of this contribution. All of these activities have been systematically reported to the leadership of the Party, the State and the Government and, in every case, have been subject to the highest levels of oversight and auditing by the competent authorities and mechanisms.

The G*E is not an opaque structure, nor does it operate parallel to the Cuban State; rather, it has been a coordinated response of proven efficiency to the economic blockade that has historically sought to suffocate the Cuban Revolution.

As stated by the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, at the 8th Party Congress, the business improvement process first developed within the Revolutionary Armed Forces constitutes a truly historic experience that subsequently served the entire country, with remarkable results contributing to the national economy.

Over the past 30 years, thousands of men and women have served as discreet guardians of the nation’s resources and deserve recognition. Although their work has not been sufficiently told, it speaks for itself and rises above the state slander orchestrated from Washington.

Today, as the will of the Cuban people is expressed through a process of change embodied in the Government’s Economic and Social Program, this organization remains an active participant in the transformation of the country’s business system.

The G*E is not the product of secrecy, nor of elites, and even less a vehicle for the enrichment of a privileged few. On the contrary, it is one of the many examples that, throughout our journey, has enabled us to withstand the permanent aggression of the United States Government. Its history was built, in the words of the Leader of the Cuban Revolution, Army General Raúl Castro Ruz, “without the slightest desire for prominence, as serious things are done.”

ශ්‍රී ලංකාව සහ කියුබාව අතර පවතින දිගුකාලීන මිත්‍රත්වය සහ සමීප සබඳතා සිහිපත් කරමින්, දෙරට අතර පවතින සබඳතා වැඩි දියුණු කිරීමෙහි සහ දෙරටේ සහයෝගීතාවයන් ශක්තිමත් කිරීමේ වැදගත්කම පිළිබඳව මෙහිදී සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍යවරයා සඳහන් කළ අතර, මෙරට සෞඛ්‍ය ක්ෂේත්‍රයේ වත්මන් සාර්ථක පියවරයන් මෙන්ම ඉදිරි අභියෝග ජයගැනීම සඳහා ක්‍රියාත්මක සැලසුම් ගත වැඩපිළිවෙල පිළිබඳවත් ද කරුණු පැහැදිලි කරන ලදි.

ශ්‍රී ලංකාව සහ කියුබාව අතර සෞඛ්‍ය ක්ෂේත්‍රයේ දිගුකාලීන සහ ඉතා ශක්තිමත් ද්විපාර්ශ්වික සබඳතාවයක් බවත්, කියුබාව සතු දියුණු මහජන සෞඛ්‍ය පද්ධතිය සහ ජෛව තාක්ෂණික (Biotechnology) දැනුම ශ්‍රී ලංකාවේ සෞඛ්‍ය ක්ෂේත්‍රය නංවාලීම සඳහා විවිධ අවස්ථාවලදී උපකාර කර ඇති බවද අමාත්‍යවරයා මෙහි දී පෙන්වා දෙන ලදි.

තානාපතිනි පැට්‍රීෂියා ලාසාරා ගුවේරා මහත්මිය අදහස් දක්වමින් කියුබානු ආධාර යටතේ මෙරට ක්‍රියාත්මක සහ ක්‍රියාත්මක වූ මදුරු පාලන ව්‍යාපෘති, ඩෙංගු රෝගය තුරන් කිරීම සඳහා කියුබානු විශේෂඥ දැනුම ලබාදීම මෙන්ම ඖෂධ සහ එන්නත් නිෂ්පාදන කටයුතු ද මෙරට සිසුන්ට කියුබාවේ වෛද්‍ය අධ්‍යාපනය ලබාදීම මෙන්ම ශිෂ්‍යත්ව ආදී ක්ෂේත්‍රයන් හි නව ප්‍රවේශයන් පිළිබදව ද දීර්ඝව අදහස් දැක්වූවාය.

කොවිඩ්-19 සමයේදී කියුබාව නිපදවූ 'Abdala' වැනි එන්නත් පිළිබඳවත්, අනුව ඉදිරියේදී එන්නත් නිෂ්පාදන ක්ෂේත්‍රයේ සහයෝගීතාව වර්ධනය කරගැනීම පිළිබඳවත් සාකච්ඡා කළ අතර, මෙරටට බලපෑ සුනාමි ව්‍යසනය ඇතුළු හදිසි ආපදා සහ හදිසි අවස්ථාවලදී අවශ්‍ය සහය ලබාදීමට හැකි වු බව ද තානාපතිනිය මෙහි දී සිහිපත් කළා ය.

සෞඛ්‍ය සේවා, ක්‍රීඩා, කෘෂිකර්මාන්ත සහ දේශගුණික විපර්යාස ඇතුළු ප්‍රධාන අංශ ගණනාවක ද්විපාර්ශ්වික සහයෝගීතාව තවදුරටත් ශක්තිමත් කිරීම සඳහා ඉදිරියටත් කටයුතු කරන බව ද ලංකාවේ කියුබානු ජනරජයේ තානාපතිනි පැට්‍රීෂියා ලාසාරා පෙගෝ ගුවේරා මහත්මිය (Patricia Lázara Pego Guerra) මෙහි දී වැඩිදුරත් ප්‍රකාශ කළාය.

මෙහිදී තානාපති වරිය කියුබාවේ නිෂ්පාදිත ආපදා සහ හදිසි අවස්ථාවන්හිදී පුතිකාර මධ්‍යස්ථානයෙන් බැහැරට ගොස් පුතිකාර සහ රෝග විනිශ්චය සදහා අවශ්‍ය වෛද්‍ය උපකරණ අඩංගු ගමන් මල්ලක්ද අමාත්‍යවරයාට හදුන්වාදෙනු ලැබීය.

இலங்கை - கியூபா இருதரப்பு சுகாதார சேவையை ஒன்றிணைந்து வலுப்படுத்துவது தொடர்பாக சுகாதார மற்றும் வெகுஜன ஊடகத்துறை அமைச்சருக்கும் இலங்கைக்கான கியூபா தூதுவருக்கும் இடையில் கலந்துரையாடல் இடம்பெற்றது.

சுகாதாரத் துறை உட்பட இருதரப்பு உறவுகளை வலுப்படுத்துவது குறித்த கலந்துரையாடல் சுகாதார மற்றும் வெகுஜன ஊடக அமைச்சர் வைத்தியர் நளிந்த ஜெயதிஸ்ஸ அவர்களுக்கும், இலங்கைக்கான கியூபா குடியரசின் தூதர் பத்ரிசியா லாசரா பெகோ குவேரா (Patricia Lázara Pego Guerra) அவர்களுக்கும் இடையே சமீபத்தில் சுகாதார மற்றும் வெகுஜன ஊடக அமைச்சகத்தில் நடைபெற்றது.

இந்தக் கூட்டத்தில், இலங்கைக்கும் கியூபாவுக்கும் இடையிலான நீண்டகால உறவுகள் மற்றும் அந்த உறவுகளை மேலும் வலுப்படுத்தக் கிடைக்கும் வாய்ப்புகள் குறித்து கவனம் செலுத்தப்ட்டது.

இலங்கைக்கும் கியூபாவுக்கும் இடையிலான நீண்டகால நட்பையும் நெருங்கிய உறவுகளையும் நினைவு கூர்ந்த சுகாதார மற்றும் வெகுஜன ஊடக அமைச்சர், இரு நாடுகளுக்கும் இடையிலான தற்போதைய உறவுகளை மேம்படுத்துவதன் மற்றும் ஒத்துழைப்பை வலுப்படுத்துவதன் முக்கியத்துவத்தை தெளிவுபடுத்தினார். மேலும், நாட்டின் சுகாதாரத் துறையில் தற்போது எடுக்கப்பட்டு வரும் வெற்றிகரமான நடவடிக்கைகளையும், எதிர்கால சவால்களை எதிர்கொள்ள திட்டமிடப்பட்ட செயல்திட்டங்களைபற்றி விளக்கமளித்தார்.

இலங்கைக்கும் கியூபாவுக்கும் இடையே சுகாதாரத் துறையில் நீண்டகால மற்றும் மிகவும் வலுவான இருதரப்பு உறவு உள்ளது என்றும், கியூபாவின் மேம்பட்ட பொது சுகாதார அமைப்பு மற்றும் உயிரியல் தொழில்நுட்ப (Biotechnology) அறிவு ஆகியவை இலங்கையின் சுகாதாரத் துறையை பல்வேறு சமயங்களில் மேம்படுத்த உதவியுள்ளன என்றும் அமைச்சர் சுட்டிக்காட்டினார்.

இதன்போது உரையாற்றிய தூதர் திருமதி. பட்ரிசியா லசாரா குவேரா, கியூபாவின் உதவியுடன் நாட்டில் செயல்படுத்தப்பட்ட நுளம்பு ஒழிப்புத் திட்டங்கள், டெங்குவை ஒழிப்பதற்கான கியூபாவின் நிபுணத்துவத்தை வழங்குதல், அத்துடன் மருத்துவம் மற்றும் தடுப்பூசி உற்பத்தித் துறைகளில் புதிய அணுகுமுறைகள், கியூபாவில் உள்ள மாணவர்களுக்கு மருத்துவக் கல்வி வழங்குதல் மற்றும் கல்வி உதவித்தொகைகள் ஆகியவை குறித்துப் பேசினார்.
கோவிட்-19 காலகட்டத்தில் கியூபாவால் தயாரிக்கப்பட்ட 'அப்தாலா' போன்ற தடுப்பூசிகள் மற்றும் தடுப்பூசி உற்பத்தித் துறையில் ஒத்துழைப்பின் எதிர்கால வளர்ச்சி குறித்தும் நாட்டைப் பாதித்த சுனாமிப் பேரழிவு உட்பட பேரிடர்கள் மற்றும் அவசர காலங்களில் வழங்கப்படும் உதவிகள் குறித்தும் தூதர் சுகாதார அமைச்சருக்கு விளக்கமளித்தார்.

இதன்போது இலங்கைக்கான கியூபா குடியரசின் தூதர் பட்ரிசியா லாசரா பெகோ குவேரா, சுகாதாரம், விளையாட்டு, விவசாயம் மற்றும் பருவநிலை மாற்றம் உள்ளிட்ட பல்வேறு முக்கியத் துறைகளில் இருதரப்பு ஒத்துழைப்பை வலுப்படுத்தும் முயற்சிகள் தொடரும் என்றும் தெரிவித்தார்.

Embajadora realiza visita de cortesía a Ministro de Salud y Medios de Comunicación

Colombo, 29 de mayo de 2026.
La Embajadora Patricia Lázara Pego Guerra realizó visita de cortesía al Ministro de Salud y Medios de Comunicación de Sri Lanka, Hon. (Dr.) Nalinda Jayatissa.
Durante el encuentro, las partes conversaron sobre las oportunidades existentes para la cooperación y el comercio bilateral en áreas vinculadas a la salud, como la formación de capital humano (becas de Medicina), las investigaciones conjuntas, los intercambios de conocimientos y tecnología, así como la inserción en de productos cubanos para combatir el dengue, la úlcera del pie de diabético y el cáncer de pulmón.
De igual modo, recordaron los servicios prestados por brigadas médicas cubanas en las localidades de Ampara (1991-1992) y Matara (2004), posterior al Tsunami. La Embajadora comentó el impacto severo del bloqueo de los EE.UU. en el sector de salud en , ante lo cual el Ministro planteó que a pesar del cerco económico, comercial y financiero, Cuba se mantiene como un referente mundial por los logros históricos del Sistema Nacional de Salud y por el desarrollo alcanzado en materia de biotecnología.
