IGRTC CEO Dr. Kipkurui Chepkwony today joined the Secretary for Devolution Affairs and Intergovernmental Relations, Mr. Shalle Mahat Osman, in presenting the FY 2026/2027 Budget Estimates before the Departmental Committee on Regional Development, chaired by Hon. Peter Lochakapong.

The presentation highlighted key priority areas and programmes aimed at supporting devolution, strengthening intergovernmental relations and enhancing coordination between the national and county governments.

In his submission, Dr. Chepkwony emphasized the need for increased resource allocation to facilitate the conclusion of costing and transfer of attendant resources, undertake performance assessments of devolved functions across the 47 county governments and address the shortage of motor vehicles within the organization to enhance service delivery.

Also present during the session were Director of Corporate Affairs Ms. Monicah Wambua and representatives from the Council of Governors (CoG).

IGRTC Chairman CPA Kithinji Kiragu paid a courtesy call to the Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Geoffrey Ruku.

The meeting focused on strengthening ongoing cooperation, consultation and coordination between County Governments and the National Government, particularly with the Ministry of Public Service, Human Capital Development and Special Programmes, in advancing public service sector transformation.

The engagement underscores IGRTC’s commitment to fostering collaborative governance and enhancing intergovernmental relations for efficient service delivery across the country.

IGRTC Chief Executive Officer, Dr. Kipkurui Chepkwony, accompanied by Director of Legal Services Sophie Amutavy, today appeared before the Senate Standing Committee on Delegated Legislation to present a legislative memorandum on the draft Intergovernmental Relations Sector Forum Regulations, 2026.

The session, chaired by the Committee Vice Chairperson, Sen. Danson Mungatana, focused on operationalizing and strengthening the legal and institutional framework governing intergovernmental structures in Kenya. During his submissions, Dr. Chepkwony emphasized the need to regularize the regulation-making authority to ensure that the mandate is expressly anchored under the Office of the Prime Cabinet Secretary or any other relevant Cabinet Secretary in relation to the implementation of the Intergovernmental Relations Act, CAP 265F.

He further noted that the provisions of the Act clearly outline the mandate of the IGRTC Secretariat regarding Sector Forums, emphasizing that the draft Regulations must be fully aligned with the parent Act, so as to enhance clarity and effective coordination in the devolved system of government.

Other Senators present during the session included Sen. Julius Murgor Recha, Sen. Mohamed Faki Mwinyihaji, Sen. Daniel Kitonga Maanzo and Sen. Consolata Nabwire Wakwabubi.
