//BREAKING// Education Cabinet Secretary Julius Ogamba has formally requested the Teachers Service Commission (TSC) to initiate disciplinary proceedings against the Chief Principal of a famous and popular Nationa School {C1} in Kenya.
The decision follows an investigative report by the Ministry's Quality Assurance and Standards Directorate, which confirmed that the school had nearly tripled its fees without legal authorization.
The ministry established that the school was charging parents Sh120,179 annually, a significant jump from the ministry-approved cap of Sh53,558. This action was found to be in direct violation of Section 29(2)(b) of the Basic Education Act, 2013, which requires the Cabinet Secretary's approval for any fee adjustments.
The investigation flagged several "non-essential and unrealistic" expenditure items used to justify the hike, including:
• Staff Trip to Dubai: A proposed Sh25 million for a five-day staff excursion.
• Annual School Trips: Allocated Sh16 million.
• Prize Giving & Speeches: Budgeted at Sh13 million.
• Administrative Allowances & Airtime: Estimated at Sh3 million.
• Other Costs: Significant amounts for "moral and spiritual activities" (Sh1.1M) and prize vouchers/sweets (Sh5M).
CS Ogamba ordered the immediate dissolution of the Board of Management{BoM} noting that it failed in its fiduciary duty to ensure that prudent management of financial resources and instead approved a budget that imposed a heavy burden on parents.

BREAKING//! “Get Out of Your Office!”: Ichung’wah Rips Into Education CS Ogamba in Scathing Critique
National Assembly Majority Leader Kimani Ichung’wah has launched a blistering attack on Education Cabinet Secretary Julius Ogamba, accusing him of presiding over a "slumbering" ministry while retreating into the comfort of Nairobi boardrooms. The outburst, which occurred during a high-stakes legislative retreat in Naivasha on Wednesday, saw the vocal Kikuyu MP take the CS to task over what he described as a total disconnect between government policy and the dire reality of Kenyan schools. Ichung’wah did not mince words, characterizing the CS’s leadership as one of "political posturing" rather than practical action. He challenged Ogamba to abandon his office and personally witness the systemic failures plaguing the education sector.
“Get out of your offices, go to the field, deal with the problems, then come back and challenge this House to find the Sh48 billion,” Ichung’wah declared, referring to the ministry's persistent funding requests. “You do not have inspectors doing anything on the ground. Members of Parliament have become school inspectors, and that should never be the case.” The Majority Leader further escalated his critique by labeling the ministry’s top bureaucracy as "weak," specifically targeting the Principal Secretary (PS) as "clueless" regarding the challenges facing remote schools.
Beyond the lack of visibility, Ichung’wah highlighted several "bombshell" issues he claimed were the "bedrock of corruption" in schools. He recounted an instance of a school with only 189 students and 28 teachers requesting more desks, despite 150 desks already sitting unused in a store. Ichung’wah questioned the Teachers Service Commission (TSC) on rationalization, asking why a school with 100 students would have 28 teachers while a neighboring school with 600 students had none. The public reaction has been swift and unforgiving. Following the remarks, social media platforms were flooded with complaints from parents and stakeholders who feel the CS’s presence has been invisible during the critical transition to Grade 10 and the Senior School rollout.
One viral comment, echoed by many, warned of the leadership vacuum: “Education is a docket where someone should not slumber. If the CS sleeps, his juniors will slumber! We have never seen him touring remote schools to know the challenges on the ground!”
CS Ogamba, who was present during the roasting, finds himself at a crossroads. The Ministry is currently navigating the 10-year milestone of the Competency-Based Curriculum (CBE).
While the CS has previously defended his record by highlighting the release of 50% capitation and a 100% transition policy, the political pressure from the Majority Leader suggests that the "Nairobi boardroom" approach will no longer be tolerated by Parliament.
