At the 2025 C4C Kenya Annual Dialogue, we held an important and honest conversation on one question:
๐€๐ซ๐ž ๐ฐ๐ž ๐ญ๐ซ๐ฎ๐ฅ๐ฒ ๐ฌ๐ก๐š๐ซ๐ข๐ง๐  ๐ญ๐ก๐ž ๐ซ๐ข๐ฌ๐ค๐ฌ ๐จ๐Ÿ ๐ก๐ฎ๐ฆ๐š๐ง๐ข๐ญ๐š๐ซ๐ข๐š๐ง ๐š๐œ๐ญ๐ข๐จ๐ง ๐ž๐ช๐ฎ๐ข๐ญ๐š๐›๐ฅ๐ฒ?

Across humanitarian response systems, frontline local and national actors continue to carry the heaviest burden from security and operational risks to compliance, reputational pressure and last-mile delivery challenges often with the least influence over funding and decision-making.

The discussions reinforced a critical truth, ๐˜ญ๐˜ฐ๐˜ค๐˜ข๐˜ญ๐˜ช๐˜ด๐˜ข๐˜ต๐˜ช๐˜ฐ๐˜ฏ ๐˜ค๐˜ข๐˜ฏ๐˜ฏ๐˜ฐ๐˜ต ๐˜ต๐˜ฉ๐˜ณ๐˜ช๐˜ท๐˜ฆ ๐˜ธ๐˜ฉ๐˜ฆ๐˜ณ๐˜ฆ ๐˜ณ๐˜ช๐˜ด๐˜ฌ ๐˜ช๐˜ด ๐˜ต๐˜ณ๐˜ข๐˜ฏ๐˜ด๐˜ง๐˜ฆ๐˜ณ๐˜ณ๐˜ฆ๐˜ฅ ๐˜ช๐˜ฏ๐˜ด๐˜ต๐˜ฆ๐˜ข๐˜ฅ ๐˜ฐ๐˜ง ๐˜ด๐˜ฉ๐˜ข๐˜ณ๐˜ฆ๐˜ฅ.

As humanitarian actors, government, UN agencies, academia and community organisations reflected together, participants called for ๐ฆ๐จ๐ซ๐ž ๐ž๐ช๐ฎ๐ข๐ญ๐š๐›๐ฅ๐ž ๐ฉ๐š๐ซ๐ญ๐ง๐ž๐ซ๐ฌ๐ก๐ข๐ฉ๐ฌ, ๐ฌ๐ก๐š๐ซ๐ž๐ ๐š๐œ๐œ๐จ๐ฎ๐ง๐ญ๐š๐›๐ข๐ฅ๐ข๐ญ๐ฒ, ๐Ÿ๐ฅ๐ž๐ฑ๐ข๐›๐ฅ๐ž ๐š๐ง๐ ๐ญ๐ซ๐ฎ๐ฌ๐ญ-๐›๐š๐ฌ๐ž๐ ๐Ÿ๐ฎ๐ง๐๐ข๐ง๐ , ๐ก๐š๐ซ๐ฆ๐จ๐ง๐ข๐ฌ๐ž๐ ๐๐ฎ๐ž ๐๐ข๐ฅ๐ข๐ ๐ž๐ง๐œ๐ž, ๐ฌ๐ญ๐ซ๐จ๐ง๐ ๐ž๐ซ ๐ข๐ง๐ฏ๐ž๐ฌ๐ญ๐ฆ๐ž๐ง๐ญ ๐ข๐ง ๐ฅ๐จ๐œ๐š๐ฅ ๐ฅ๐ž๐š๐๐ž๐ซ๐ฌ๐ก๐ข๐ฉ ๐š๐ง๐ ๐ฌ๐ฒ๐ฌ๐ญ๐ž๐ฆ๐ฌ.

Building resilient humanitarian systems means ensuring those closest to crises are not only first to respond but are also trusted, resourced and empowered.

Shared leadership must come with shared risk.

Every repeated assessment is time taken away from communities.

Due diligence passporting reduces duplication, builds trust, and allows local organizations to focus on delivering impact not paperwork.

Because efficiency isnโ€™t just a system issue, itโ€™s a community outcome.

Last week, the ASAL Humanitarian Network participated in the Practitioner Summer School on Rethinking Pastoral Development in the Face of Chronic Uncertainty in Isiolo.

Over five days, practitioners, researchers, and local actors came together to reflect on pastoral development through real experiences and shared learning. The sessions challenged common narratives, explored environmental change, and pushed for more responsive and inclusive approaches.

What stood out was the honesty in the room. Open conversations, shared journeys, and collective reflection reminded us that development is about people, trust, and lived realities.

These are the spaces that shape how we listen, design, and support locally led action across ASAL communities.

Grateful to be part of it and to carry these lessons forward.
