We concluded the nationwide stakeholder engagement forums on the Draft Energy (Renewable Energy Resources) Regulations 2025 with a high-impact final session in Kisumu.
The forum, which was aired live on our social media platforms, brought together stakeholders from across the Nyanza and Western regions, including Kisumu, Siaya, Homa Bay, Migori, Kakamega, Bungoma, Kisii, Nyamira, Busia, and Vihiga counties. Participants included representatives from county governments, private sector investors, community leaders, civil society, and members of the public.
Speaking during the forum, Eng. Mungai Kihara, Deputy Director, Renewable Energy, emphasized that the voices gathered throughout the country have been instrumental in shaping a regulation that reflects both national energy goals and local priorities.
“From Mombasa to Garissa, Meru to Eldoret, Nairobi to Nakuru—and now Kisumu—Kenyans have shown remarkable interest, ownership, and insight in co-creating a regulatory framework that will drive our clean energy transition,” said Eng.Kihara, , who led today’s session on behalf of the Director General, Mr. Daniel Kiptoo Bargoria.
The draft regulations—anchored in the Energy Act, 2019—are designed to guide the sustainable exploration, licensing, and development of renewable energy resources including wind, hydro, geothermal, and marine energy. They also address critical areas such as Community benefit-sharing and participation, Local content and employment opportunities, Environmental safeguards and licensing clarity, and Investor protection and fair royalty structures.
Over the past weeks, we have held seven regional forums in Mombasa, Garissa, Meru, Nairobi, Nakuru, Eldoret, and now Kisumu, ensuring that every region had a seat at the table. Each engagement has enriched the draft with diverse views on local energy needs, resource potential, governance structures, and community involvement.
